Indian Navy inducts first hydrography catamaran

New Delhi, Sep 21 (IANS) India Friday inducted a brand new catamaran-based hydrography survey ship, the first of its kind in its navy.

The indigenously-built ship was formally commissioned in to the Indian Navy by Western Naval Command Flag Officer Commanding-in-Chief, Vice Admiral Shekhar Sinha at the Karwar naval base on Karnataka's coast on the Arabian Sea.

Christened INS Makar, the warship was built at the Gujarat-based Alcock Ashdown shipyard and is a statement of the Indian warship building industry's potential.

"The warship is a catamaran hydrographic survey vessel and is the first of its kind to be inducted in the Indian Navy," a navy spokesperson said here.
"The ship has enhanced Indian Navy's already existing world-class sea and ocean survey capability," he said.

The primary role of the ship is to undertake hydrographic surveys, required for production of nautical charts and publications aimed at improving navigational safety at sea.

The hydrographic surveys carried out at seas help in preparation of sea route charts that aid ships in navigating through waters closer to coasts.
INS Makar is equipped with an array of modern surveying equipment and it can also undertake limited oceanographic surveys towards providing marine environmental data.

The ship is propelled by four Cummins engines as well as two bow thrusters. The ship has two survey motor boats, the spokesperson said.
The entire propulsion, navigational and power management packages of the vessel are integrated in a single state-of-art integrated platform management system.

The ship's impressive equipment outfit for hydrographic survey includes autonomous underwater vehicles (AUVs) and remotely operated vehicles (ROVs) for closer investigations, advanced electronic positioning system, multi-beam swath sounding systems and sub-bottom profiler.

It also has a full range of latest oceanographic and land survey equipment.

The accommodation for the six officers and 44 sailors incorporates advanced ergonomic design and ensures crew comfort and space management.

Indian and US navies hold submarine rescue operations

NEW DELHI: If an Indian submarine gets "disabled" deep underwater, the sailors are sunk since the country has only rudimentary submarine rescue facilities. Now, in a unique and complex endeavour, Indian and US Navies have come together to practise the rescue of "trapped" submariners from deep under the sea.

The Indo-US submarine rescue exercise 'INDIAEX-2012' kicked off this week with the US Navy's Undersea Rescue Command flying down a submarine rescue system - a deep-submergence rescue vessel (DSRV) or a submarine rescue chamber (SRC) — to Mumbai, say officials.

The DSRV or SRC is being shipped to the exercise area off Mumbai, where it will dive deep underwater to "mate'' with "disabled'' submarines to rescue sailors in intricate manoeuvres rarely practised by Indian sailors.

A DSRV or "mini submarine", equipped with pressurised chambers, sonars and cameras, can rescue 24 sailors at a time from a depth up to 610 metre after "mating" with a stricken vessel's hatch.

At present, Indian sailors only bank upon "submarine escape pressurized suits'', or the help of diving support ships like INS Nireekshak, but they can be used only for relatively shallow depths.

Navy's endeavour to procure two DSRVs of its own, for just about Rs 1,000 crore, has been stuck in the doldrums for well over a decade now. As "an interim measure" in 1997, India had inked the contract with US Navy for its "global submarine rescue fly-away kit'' service, paying an initial $734,443 for it.

But the agreement also got derailed due to the post-Pokhran-II sanctions in 1998. It was later revived in 2004, but there has been a huge delay in setting up the requisite infrastructure needed for it.

This also included fitting of "Padeyes'' — holding devices welded into submarine escape hatches to secure the DSRV — on Indian submarines. The US rescue system will be transported to India within 72 hours of an emergency.

Proper submarine rescue facilities are critical for India since it has an ageing fleet of 14 diesel-electric submarines — 10 Russian `Kilo' class and four German HDW ones — apart from the nuclear-powered INS Chakra leased from Russia earlier this year. There are also six French Scorpene submarines, being constructed at Mazagon Docks under the Rs 23,562 crore 'Project-75', slated for delivery in 2015-2020, three years behind schedule.

India to take up Gorshkov issue with Putin in 'big way'

New Delhi: The delay in the handing over of aircraft carrier Admiral Gorshkov will be taken up in a "big way" during Russian President Vladimir Putin's visit next month and India may also consider imposing a penalty of around Rs 600 crore over the issue.

Putin was supposed to visit on Friday but has postponed his visit to December 24.

Russia had informed India at the Defence Minister-level talks earlier this month that it would be able to deliver the much-delayed warship only by the end of next year due to malfunctions in its boilers.
 
"The issue would be taken up in a big way during President Putin's visit and we are also considering the option of imposing liquidity damages up to five per cent of the contract worth over USD 2.3 billion over delays in supply of the warship," a Defence Ministry source said here.

The delivery schedule of the already much-delayed 45,000-tonne warship has slipped further after it encountered engine malfunctions during sea trials in Russia.

After Russia conveyed the new delivery schedule of the aircraft carrier, Defence Minister A K Antony had expressed concern over it and asked all the stakeholders to adopt a wartime approach for ensuring an early delivery of the warship.

The ship, rechristened INS Vikramaditya, was scheduled for commissioning into Indian Navy by December 4 but Russian media reports have suggested that it would now be delivered only in October 2013.

The warship was originally scheduled to join the navy on 2008.

During the visit, India is expected to sign a number of defence deals for procuring 42 Su-30MKIs, 71 Mi-17 V5 choppers, new hypersonic version of the BrahMos missiles.

The government recently cleared several deals with Russia for procuring 25,000 Invar missiles for T-90 tanks and 10,000 Konkurs-M missiles for the Infantry and Mechanised Infantry battalions of the Army.
