Buque patrullero chino celebra festival tradicional

A BORDO DEL HAIJIAN 83, 30 sep (Xinhua) -- La tripulación a bordo del buque Haijian 83, uno de lo barcos de vigilancia marina de China, celebró hoy el tradicional Festival de Mediados de Otoño mientras el buque patrulla el Mar Oriental de China.

Los buques de vigilancia marina de China están bajo la gestión de la Administración Estatal de Oceanografía. Estos buques han realizado patrullajes regulares y actividades de cumplimiento de la ley en aguas bajo la jurisdicción de China desde 2006.

En septiembre de este año, buques que incluyeron al Haijian 83 realizaron actividades de cumplimiento de la ley y patrullaje alrededor de las Islas Diaoyu para afirmar la soberanía de China sobre las islas y sus islotes afiliados.

El Festival de Mediados de Otoño se celebra el día 15 del octavo mes del calendario lunar chino y simboliza la cosecha y las reuniones familiares.

Eso de las algas y moluscos es algo normal, las naves se suelen limpiarse con bastante frecuencia (dependiendo del caso, 1 vez al año, por mucho recubrimiento antifouling que le metas todas las superficies (hasta las helices) se llenan de porqueria).

China’s naval force Friday held a joint exercise with the country’s marine surveillance and fishery management authorities in the East China Sea, where tensions between China and Japan have mounted over Tokyo’s “nationalization” of the Diaoyu Islands.

A total of 11 vessels, eight aircraft and more than 1,000 people from the East Sea Fleet of the People’s Liberation Army (PLA) navy and regional bureaus of fishery management and oceanic administrations took part in the exercise.

The one-day exercise was aimed at improving coordination between the navy and administrative patrol vessels, as well as sharpening their response to emergencies during missions to safeguard territorial sovereignty and maritime interests, the Xinhua News Agency reported.

Xinhua said that when carrying out missions in disputed waters, patrol vessels of the fishery administration and marine surveillance agency have been stalked, harassed and even intentionally interfered with by foreign vessels, posing challenges to the completion of their duties.

The exercise simulated a scenario in which Chinese marine surveillance and fishery management patrol vessels were obstructed by and clashed with foreign patrol ships during law enforcement missions in Chinese waters. The “clash” led to damage to Chinese vessels, and some of the crew members aboard the ships were injured and fell into the sea. The East Sea Fleet then sent frigates, hospital ships, tugboats, fighters as well as helicopters to back up and shield the vessels and provide emergency aid.

TV footage from China Central Television Friday showed images of several vessels and helicopters carrying out the drill.

A military source close to the exercise, who requested anonymity, told the Global Times that the exercise wrapped up on Friday morning, but didn’t reveal the specific area.

According to the source, it was the largest-ever joint exercise held by the navy, fishery and marine surveillance agencies.

“Law enforcement vessels are closer to the front lines when it comes to safeguarding China’s maritime rights and interests. But those ships are almost unarmed. Obstructions by foreign vessels would pose great challenges for them,” he said, adding that such joint drills would be made routine in the future.

“We, the naval force, are the strong backing for maritime law enforcement forces. And we have been keeping close ties with them,” Shen Hao, director general of the exercise and deputy chief of staff of the East Sea Fleet, told China Radio International Friday.

The exercise was the third of its kind. The PLA Daily said it was held in accordance with the annual plan.

Luo Yuan, a major general at the PLA Academy of Military Sciences, told the Global Times Friday that though the exercise had been planned out beforehand, it clearly showed China’s resolute will to defend its sovereignty over the Diaoyu Islands and their adjacent waters in the wake of Japan’s unilateral move over the islets.

“We have gradually gained the initiative in the waters off the islets, shifting from passively defending to active law enforcement in the area,” said Luo. “Such exercises could effectively deter those who dare infringe upon our maritime rights.”

Japanese Chief Cabinet Secretary Osamu Fujimura Friday said that Tokyo had few details on the drill, AFP reported.

“We decline to comment on the drill, but we will continue monitoring various Chinese moves,” he said.

Japan has been increasingly wary of Chinese vessels’ presence in the waters off the Diaoyu Islands.

Japan’s Fuji TV Tuesday said that a number of Chinese navy vessels were navigating toward the Diaoyu Islands on Tuesday morning. The report quoted Japanese Defense Minister Satoshi Morimoto as saying that Japan had dispatched surveillance aircraft to follow the Chinese fleet.

In response, China’s Ministry of Defense said its navy vessels’ activities around the Diaoyu Islands were legitimate, condemning the presence of Japanese military aircraft there, Xinhua reported.

According to Japan’s NHK news service, since Japan “purchased” the islets in September, the number of emergency takeoffs by Air Self-Defense Force jets against Chinese aircraft has sharply increased.

Meanwhile, Japan’s Nippon Foundation said Friday it has decided to abolish a program that promotes defense exchanges between Japanese and Chinese field officers amid the current rows, Kyodo News reported.

The foundation said it decided to scrap the program after receiving a request from its Chinese counterpart on Monday to postpone this year’s visit of its delegation to Japan.

The program, started in 2001, had more than 300 officers from the two countries pay reciprocal visits.

The Future of Chinese Navy Aircraft Carrier Development

With the delivery of the Type 001 “Liaoning” aircraft carrier, the follow-up Chinese Navy aircraft carrier development has become a focus of public attention. Here are some judgments and analysis of this issue.

According to conservative estimation, after a decade China can have three aircraft carriers, which include “Liaoning” conventional power aircraft carrier for daily training, one completed Chinese indigenous conventional aircraft carrier and one under construction. Meanwhile, there will be a nuclear-powered aircraft carrier being developed stage.

“Liaoning” aircraft carrier can carry 36 fighters and helicopters, including 24 J-15 carrier-based fighters, 4 Z-8 early-warning helicopters and 8 anti-submarine or security guard helicopters. The anti-submarine helicopters may be the Russian K-28 chooper. Chinese Z-9 helicoper is another option for carrier-based helicopter. And fixed-wing AWACS aircraft will not appear in the “Liaoning” carrier.

Liaoning carrier is dominated by the carrier battle group command, which is directly under the jurisdiction of PLA Navy. Obviously, “Liaoning” is not a new combat ship for present PLA three fleets. Chinese Navy’s largest battle group operational commanding system is installed in “Liaoning” carrier.

“Liaoning” CV-16 as China’s first aircraft carrier, the real combat force formation of itself and aircraft carrier battle group is estimated to need about five years. The delivery of “Liaoning” is just a symbolic event, but PLA Navy still has a long way to go.

Follow-up the “Liaoning” CV-16, Chinese completely independent design and construction of the Type 002 aircraft carrier will have steam catapult, conventional steam power, and has capability of carrying domestic fourth-generation fighter and fixed-wing AWACS aircraft. Its normal displacement should be 70,000 tons. This type of aircraft carrier will bu built in the well-known Jiangnan Shipyard. China is to develop two conventionally powered aircraft carriers to meet the needs of China’s maritime interests first, and then will be upgraded to the development of nuclear-powered aircraft carrier.

There are rumors that the next two domestic conventionally powered aircraft carrier may not all 002-type aircraft carrier, in which one is Type 001A or Chinese copy of Varyag. Comparing with “Liaoning” (Varyag), Type 001A carrier has some improvements and will built in Dalian Shipyard. The construction of Type 001A carrier has two reasons. The first is to avoid the risks of technological leap and the second is to keep aircraft carrier construction personnel and facilities of Dalian Shipyard.

The development of Chinese nuclear-powered aircraft carrier is restricted to the capital and technical factors and will not be hastily developed. Chinese nuclear-powered aircraft carrier will go a safe route, on the basis of the Type 001 and 002 conventionally powered aircraft carriers’ accumulated experience and lessons learned, and to design and build a better and world state-of-the-art 003 nuclear-powered aircraft carrier.

China-made nuclear-powered aircraft carrier is expected to have normal displacement of more than 100,000 tons, using electromagnetic catapult, equipped with a fourth-generation fighter.  According to China’s nuclear industry technical level and strength, the fastest development of ship-borned nuclear power only need three years to resolve related problems.

Liaoning aircraft carrier’s delivery also confirmed related supporting projects have started, such as large air defense destroyers, aircraft carriers support ships and nuclear attack submarines, in addition to the corresponding ship and aircraft supporting maintenance bases, which will be in fully deployment.

Chinese expert says Japan interferes with PLA navy’s training

On the afternoon of Oct. 4, 2012, seven Chinese naval warships passed through the international waters between Okinawa and Miyako and headed for the Pacific for an ocean-going exercise, which caused vigilance of Japanese side. Hong Kong media outlets speculated that the activity of Chinese submarines on the First Island Chain and even Pacific Ocean is about to open to the public. In this regard, Rear Admiral Yin Zhuo, director with the Chinese Navy Advisory Committee for Informatization, said in an interview with the People’s Daily online that it is very common that Chinese submarines departed from the First Island Chain to carry out exercises and the ocean-going exercise was determined by the depth of water. Meanwhile, Yin warned Japanese side to treat the routine training of Chinese navy rationally.

Depth of water determined the training of Chinese navy in ocean-going regions

According to news released by Japanese Defense Ministry, seven Chinese warships passed through the water channel between Okinawa and Miyako on Oct. 4, which include guided missile destroyers, frigates, submarine rescue ships and depot ships. The foreign media paid close attention to the participation of submarine rescue ships in the training, speculating that there might be submarines in Chinese naval warships. “The Sun,” a Hong Kong-based newspaper, also said on Oct. 8 that the public debut of Chinese submarine rescue ships might imply Chinese submarines’ coming out into the open on the First Island Chain and even Pacific Ocean.

To these speculations, Yin said that the water in the continental shelf of the East China Sea is shallow, which is about 100 meters deep in average, and it is unable to meet the training needs of nuclear submarines and large conventional submarines, therefore the Chinese submarines must head for the First Island Chain for exercises in recent years.

The best anti-submarine training place is the sea area in the east of the First Island Chain and behind the Miyako Strait, in which the depth of water reaches 2 to 3 kilometers. It is common that the navy of a country goes to such waters to carry out combat drills and anti-submarine drills on water surface. Yin stressed, “I think any country having naval forces will understand it.”

Japan should treat regular blue water training of China rationally

For a long time, Japan has been tracking and monitoring China’s military exercises on the Pacific Ocean and more than once dispatched surface ships to close to Chinese naval vessels during regular blue water trainings, which seriously interfered with China’s normal exercises.

Japan’s P-3C anti-submarine patrol aircraft almost scouts about Chinese naval vessels’ sailing on the open seas for one to two times every day. In addition, Japan also monitors and supervises the guided missile tests and target practices of guided missiles, recording the emission frequency of guided missiles and other data. All of these acts show unfriendly attitude. Therefore, Chinese side hopes that Japan can take into consideration the overall situation of China-Japan relations and treat China’s blue water trainings rationally and friendly.
