China, Mongolia pledge closer defense ties

Citar
BEIJING, Sept. 21 (Xinhua) -- Chinese Defense Minister Liang Guanglie on Friday pledged to seek stronger defense ties with Mongolia.

Liang made the pledge in a meeting with Choijamts, a senior official of the Monoglian Defense Ministry, who is leading the Mongolian delegation to Beijing for the sixth defense and security consultations between the two countries.

Liang reviewed China-Mongolia relations in recent years, saying political trust have deepened, economic cooperation have developed and people-to-people exchanges have flourished.

"Our defense relations have been smooth," Liang said, highlighting the high-level visits, defense consultations, personnel training and border defense cooperation.

Liang said China would like to work with Mongolia to expand areas of communication and deepen pragmatic cooperation to ensure the long-term steady growth of bilateral relations.

Choijamts said Mongolia expected to step up defense cooperation with China and boost the growth of military relations.

Earlier Friday, Ma Xiaotian, deputy chief of general staff of the People's Liberation Army (PLA), and Choijamts attended the sixth defense and security consultations between China and Mongolia.

Both sides maintained that it was in the common interests of both countries to maintain regional peace and stability, which defense departments of both countries would make positive efforts to work for.

Both sides reached consensus on deepening military relations, agreeing to maintain high-level visits, hold defense consultations, strengthen border defense cooperation and increase personnel training.

Chinese navy holds three forces military landing drill

Citar
BEIJING, Sept. 22 (Xinhuanet) -- Chinese Navy’s East China Sea Fleet has held a three forces military landing drill. It involved land, navy and air forces, to enhance their coordination capabilities.

Jin Hang, Chinese Navy, said, "The joint drill breaks the traditional combination of the three forces. It adopts a flexible combat mode. The drill has effectively examined our comprehensive landing abilities."

The drill involves dozens of landing ships. They carry armored troops, air forces and anti-air troops. The landing formation successfully broke rival army blockades, and transported troops to a landing area.

The drill also featured a combined command system. It aimed to test the coordination abilities of the different forces under a real-fire condition.

Zhejiang civil air defense systems improved

Citar
The construction of civil air defense systems currently enters a new development period. The civil air defense (civil defense) departments at various levels in Zhejiang province actively explore ways to build information-based civil air defense systems so as to improve the overall protection capability.

To date, the Civil Air Defense Office of Zhejiang province has basically established smooth mechanisms for command, information sharing and joint training. As a result, the civil air defense commanding chains are gradually extending and expanding to key civil-air-defense towns and urban communities.

As early as in 2008, all the governments at three levels throughout Zhejiang province, namely province, city and county, had established civil air defense command headquarters. The underground command posts and ground command centers at provincial and city levels had all been established, and satellite mobile command vehicles had been distributed to governments at county level and above.

On this basis, the Civil Air Defense Office of Zhejiang province further established a civil air defense information communication system which integrated command and control, early warning and alarm, data collection and information transmission.

Under unified coordination and command by the civil air defense (civil defense) departments, millions of masses in Zhejiang province conducted evacuation drills for disaster prevention and reduction on May 12, 2012, the 4th Disaster Prevention and Reduction Day of China.

Li Hang, director of the Civil Air Defense Office of Zhejiang province, said the civil air defense (civil defense) departments at various levels will gradually establish necessary emergency-rescue facilities and equipment, promote education on disaster prevention and reduction knowledge as well as training on disaster-prevention, self-help and mutual rescue skills for whole people in the future.

To date, population evacuation systems including places like evacuation base and evacuation site have been basically established by the civil defense departments in Zhejiang. A certain amount of foods and necessities are stored at each emergency-response reserve depot which can meet people’s basic living needs during war or disaster.

Chinese peacekeeping engineers to South Sudan complete first DDR project

Citar
“I would like on behalf of President Salva Kiir Mayardit of the Republic of South Sudan to express gratitude to the Chinese engineers for completing the Disarmament, Demobilization and Resettlement (DDR) project within such a short time,” said Riek Machar, vice president of South Sudan, during the completion ceremony of the Marple Training Institute in South Sudan on August 29 of 2012, local time. “The Marple Training Institute will become the first DDR project to be put into use in South Sudan,” he added.

Riek Machar spoke highly of the outstanding performance of the 1st Chinese peacekeeping engineer detachment of the Chinese People's Liberation Army (PLA) to South Sudan, and presented award citations to 45 officers and men of the detachment.

In order to consolidate the hard-won peaceful situation in South Sudan after its independence and help the South Sudan veterans to acquire basic living and working skills, the United Nations is planning to establish three training centers within the South Sudan territory to provide the 162,000 demobilized combat soldiers with basic education and skill trainings on architecture, agriculture and animal husbandry, independent entrepreneurship and so on, in a bid to help them reintegrate into the society.

On January 20, the 1st Chinese peacekeeping engineer detachment to South Sudan received a directive from the United Nations Mission in the Republic of South Sudan (UNMISS) requiring them to deploy personnel to Marple for engineering construction. On February 7, 32 peacekeeping officers and men were first deployed in the construction.

“The most difficult time is the rainy season when storms occurred almost every day,” said Wang Zhonghua, commander of the detachment. “The construction machinery couldn't be sent to the site, what’s more, the building materials were unable to arrive in a timely manner.” During the most stressful time, a total of 100-plus officers and men were dispatched to Marple, where they worked through noon without breaks each day, and worked overtime into the night.

During the 205 days in harsh living environment with heavy construction tasks and under complicated security situations, the Chinese peacekeeping engineers managed to accomplish such arduous tasks in high standards as leveling the land of 180,000 square meters for foundations, constructing 10.8 kilometers of road, and building 18 training rooms.
