SAF CHOD RECEIVED THE DELEGATION OF US ARMED FORCES

Serbian Army Chief Lt. Gen. Ljubisa Dikovic held talks in Belgrade with a delegation of the Armed Forces of the United States of America, which consisted of Col. Dean Brown of the Ohio National Guard, Matthew Littlejohn from the European Command of the armed forces of the United States, Colonel Paul Broceni, U.S. defense attaché in Serbia , and Lt. Sean Long, head of the Office of Defense Cooperation U.S. in Belgrade.

Visitors from the U.S. this week visited the Army Command in Nis. They talked about the next steps of development of the “Jug" military base about the list of courses to be organized at the Centre for the training of units for multinational operations.

Bilateral military cooperation between Serbia and the United States is very well developed, and the cooperation of the Serbian Army and Ohio National Guard is part of the State Partnership Program of the Republic of Serbia and the United States.

RECEPTION ON OCCASION OF SENDING A SAF LT.COL. TO THE WAR COLLEGE IN PARIS

In the residence of the French Embassy a reception was held today on the occasion of sending Lt. Col. Luka Jovanovic in the War College in Paris. The ceremony was, among other guests, attended by French Ambassador in Belgrade Francois Xavier Deniau and State Secretary of the Ministry of Defence Aleksandar Nikolic.

State Secretary Lt. Col. Nikolic wished Lt. Col. Jovanpvic success in this prestigious school in Paris, and expressed hope that the following year Serbia would have more candidates to go to France.

- This is certainly a good sign of the quality and long-lasting friendship between our two countries and, if possible, a chance to improve the existing good bilateral relations that we have had so far. We will try to send candidates better than the previous generation hoping they will return better and will incorporate their knowledge of our defense system and help their colleagues to be part of it, said Nikolic.

Defence Attaché of the Embassy of France in Belgrade, also the Chief of Defence Mission, Colonel Fabrice Dida said that Lieutenant Colonel Jovanovic is the 11th attendee of the French Military School (Ecole de Guerre) where the studies last 18 months.

- This is a school that annually brings together 300 students, third of whom came from 75 allied and friendly countries. You can be proud of the students who go to training because they return with high marks. I hope that the knowledge they gain in France will allow the strengthening of our bilateral relations and greater cooperation, said Col. Dida.

This training at the level of general staff course focuses on the education of future command staff, with particular emphasis on the analysis and prediction of European and global situation, along with predicting strategies and skills of warfare, interdepartmental activities, security, management, and economic issues in the field of defense.

Lieutenant Colonel Jovanovic’s trip to Paris is a good opportunity to exchange experiences improve the quality of our staff.

- It is very important for the defense system to have officers and professional soldiers who are studying in other countries, so that lessons learned can be applied in our system. For me it is a matter of prestige, because it is not an insignificant thing to educate yourself in an institution such as the War College in Paris. I expect to primarily gain knowledge in the field, then share experiences and make new friends.

This representative of the Serbian Armed forces, who has completed an intensive French language course, is going to Paris with his wife and child. In addition to the overall cost of covered training, Lieutenant Colonel Jovanovic has been awarded a scholarship that covers the cost of living.

COURSE FOR OPERATING OFF-ROAD VEHICLES HUMMER

Logistics Training Center Traffic Service Battalion and soldiers of the 31st Infantry Battalion, 3rd Brigade completed a three-day train the trainer course for operating off-road vehicles Hummer, today at the race track Beranovac in Kraljevo.

The training was organized by the Logistics Department of the Serbian Armed Forces General Staff, in cooperation with the counter-terrorist unit of the Serbian Ministry of Interior.

The new Hummer instructors and drivers had the opportunity to drive in the toughest off-road conditions on the Beranovac race track, and in the roads of the town of Kraljevo and its vicinity they tested their driving skills in public transport.

Lieutenant Colonel Dragisa Zinaja, Head of the Transport Group of the Logistics Department, pointed out that training was conducted in the best possible way.

SSgt Goran Djokic,  instructor in Transport Service Training Battalion pointed out that Hummer is the best terrain vehicle in our military, and Cpl Zoran Mutavdžić of the 21st Infantry Battalion, 2nd Brigade recalled his experience with Hummers in international exercises in Germany, which he used to help his fellow drivers who encountered these off-road vehicles for the first time.

The Hummers used during the training were donated last year to the Serbian Armed Forces by the United States of America.

DECREES ON NEW APPOINTMENTS AND DUTIES PRESENTED

First Deputy Prime Minister and Defense Minister Aleksandar Vucic, presented today at the old HQ war hall decrees to promoted and newly appointed officers of the SAF. President Tomislav Nikolic promoted Chief of the General Staff of the Serbian Army Lt. Gen. Ljubisa Dikovic to the rank of general, while the higher ranks were presented to a number of officers of our armed forces.

On that occasion, the Minister of Defense recalled the importance of Serbian officers in last two centuries, when it began the modern Serbian state was first established along with its army and organizations.

- Very often the question is what an officer should do to respond to the challenges of the military profession. The answer can best be given through the words and thoughts of famous generals and academics Jovan Miskovic who in his programs and papers on the development and improvement of the army, states that the officer should primarily be a soldier’s role model, both in accuracy and diligence, as well as honesty and commitment. This will not only breed support but also loyalty, as Minister Vucic said.

He added that what our ancestors have left in the legacy we are constantly obliged to assess, evaluate and cherish the acquired knowledge.

- You now belong to the decision makers in the defense system which means you more than others have to consider the future of Serbia. You are the ones to whom not only your subordinates but most of Serbian citizens will look up to, and when they see you in your uniform or in suit, you have to represent your country in the best possible manner. Today you are better than the best, carrying on the traditions of our glorious ancestors, those who know the responsibility of being a general in the Serbian Army, said the Minister congratulating the holiday to all the present.


On 15 February, on Day of the Republic of Serbia, President Tomislav Nikolic promoted to the rank of General the Chief of Staff Lt. Gen. Ljubisa Dikovic.

The following were promoted into the rank of Major General: Brigadier Generals Branko Andric, Miodrag Gordic, Vojin Jondic, Djokica Petrovic, Mladjen Nisevic, and Milosav Simovic and Dusan Stojanovic.

Into the ranks of brigadier general the following colonels were promoted: Stojan Batinic, Dejan Joksimovic, Zarko Lazarevic, Dragosav Lackovic, Zoran Lubura, Ljubomir Nikolic, Marinko Pavlovic, Zoran Popovic, Jelesije Radivojevic and Predrag Simovic.

By the decree of the President of the RS Lieutenant General LJUBISA DIKOVIC, Chief of Genral Staff has been promoted into the rank of general. He was born on 22 May 1960 in Zbojstica. Uzice. He graduated from the Military High School department of the Army in 1979 , graduating from the Military Academy Army – infantry in 1984, finished General staff school in 1996 and the School of National Defense 2000.

THE FOLLOWING HAVE BEEN PROMOTED INTO THE RANK OF MAJOR GENERAL

By the decree of the President of the RS brigadier general BRANKO ANDRIC, head of the Organization Department of Defense Policy Sector. He was born on the 4th May 1960 in Pozega. He graduated from the Military Technical Academy 1983. year, finished General staff school in 1998. General staff studies in 2003.


By the decree of the President of the RS Brigadier General MIODRAG GORDIC, deputy commander of the Air Defense has been promoted into the rank of Major General. He was born on 14 September 1959 in Bijeljina, BiH, finished army military high school in 1978 , graduated from the Military Academy Army Air Defense Department-1981, General staff school in 1995 , and the staff college in 2003.He took his MA in Social Studies in 2006 and PhD Social Sciences 2008.


By the decree of the President of the RS brigadier general JONDIC VOJIN , Head of the GS Operations (J-3) Department has been promoted into the rank of Major General. He was born on 1 January 1961 in Doboj. He completed Army military high school in 1980 , the Military Academy Army infantry department-in 1983, General staff school in 1996, and the School of National Defense 2002nd year.


By the decree of the President of the RS Brigadier General NISEVIC MLADJEN, deputy commander of the Training Command has been promoted into Major General. He was born on 14 January 1959 in Prijedor. He completed army military high school in 1978, the Army Military Academy - Department for armored units in 1981, General staff school in 199 , and the staff college in 2002.


By the decree of the President of the RS Brigadier General DJOKICA PETROVIC, commander of the Training Command has been promoted into Major General. He was born on 10 July 1962 in Lopare. He completed army military high school in 1981 , the Military Academy - infantry department in 1987, General staff school in 1999 , and the staff college in 2005.



By the decree of the President of the RS Brigadier General MILOSAV SIMOVIC, deputy commander of the army has been promoted into Major General . He was born on 3 November 1966 in Raska. He completed army military high school in 1985 , the Military Academy – infantry department in 1988, the command-staff training in 1997, and the staff college in 2003.


By the decree of the President of the RS Brigadier General DUSAN STOJANOVIC, Head of the Planning and Development (J-5) of the General Staff of the Serbian Army has been promoted into Major General. He was born on 25 June 1961 in Leskovac. He finished army Military Academy – artillery department in 1984, the Command Staff School in 1995 , and the staff college in 2002.

By the decree of the President of the RS Brigadier General colonel of infantry BATINIC STOJAN, commander of the 1st Army Brigade of the Army has been promoted. Born on 28 November 1959 in Nevesinje he finished Army military high school in 1978. , the Military Academy – infantry department in 1981, the Command Staff School in 1997 , and the School of National Defense in 2002.


By the decree of the President of the RS company aviation colonel DEJAN JOKSIMOVIC, Chief of Staff Air Force has been promoted into the rank of Brig Gen. Born on the 4th April 1961 in Prokuplje. He finished Aviation High School in 1980, completed the Air Force Military Academy in 1984 , the command-staff training in 1996 , and the staff college in 2003.


By the decree of the President of the RS colonel of infantry LAZAREVIC ZARKO, Chief of Staff of the Army has been promoted. Born on 19 November 1960 in Bojnik, he finished the Military Academy = - infantry in 1983, General staff school in 1995, and the school of national defence in 2002.



By the decree of the President of the RS Colonel Engineer LACKOVIC DRAGOSAV, head of the Human Resources Department of Human Resources of the Ministry of Defence of the Republic of Serbia. Born on 25 September 1961 in Bogatic, he completed the Army military high school in 1980, the Army Military Academy - Department of engineering in 1983, General staff school in 1996, and the staff college in 2003.

By the decree of the President of the RS colonel of infantry ZORAN LUBURA, commander of 4th Army Brigade of the Army has been promoted into the rank of Beig Gen. Born on 9 January 1962 in Sarajevo, he finished the Army military high school in 1980. , the Military Academy – infantry department in 1983 , the MSC in war skills in 2005, and the staff college in 2008.

By the decree of the President of the RS colonel of the Riverine NIKOLIC LJUBOMIR, head of the International Military Cooperation Department, Sector for Defence Policy, Republic of Serbia. Born on 15 October 1957 in Obrenovac he completed the Naval Military Academy in 1980. year, General staff school in 1995, and the School of National Defense in 1998.


By the decree of the President of the RS colonel of infantry MARINKO PAVLOVIC , commander of the 2nd Army Brigade of the Army has been promoted. Born on 7 January 1962 in Sarajevo, he finished Army military high school in 1980, the Military Academy - infantry in 1984, General staff school in 1998 , and the staff college in 2004.



By the decree of the President of the RS medical Colonel ZORAN POPOVIC, Chief of the Military Health Care, Ministry of Defense of the Republic of Serbia. Born on 24 October 1953 in Doboj, he graduated from the Faculty of Medicine, completed in 1977, specialization in orthopedics 1984. He completed PhD-Biological Sciences in 1996.


By the decree of the President of the RS colonel of infantry RADIVOJEVIC JELISIJE, Chief of Staff of the Training Command. Born on 15 January 1966 in Uzic, he completed the Army military high school in 1985 , the Military Academy - infantry in 1988, General staff school in 1997 , and the Joint War College in Greece in 2007.


By the decree of the President of the RS colonel in telecommunications department SIMOVIC PREDRAG, Head of the Telecommunications and Information Technologies Department (J-6) has been promoted into the rank of brigadier general. Born on 28 June 1961 in Novi Pazar, he completed the Army military high school in 1980 , the Military Academy –signaling in 1987, General staff school in 1996 , and the staff college in 2004.

MINISTER VUCIC VISITED THE DEFENCE FAIR IN ABU DHABI

First Deputy Prime Minister and Defense Minister Aleksandar Vucic and Serbian Army Chief of Staff Gen. Ljubisa Dikoviv attended the opening ceremony of the largest fair of weapons and equipment in the Middle East – IDEX held in Abu Dhabi. It is held under the patronage of President Sheikh Khalifa bin Zayed al Nahjan. The fair was attended by more than 60,000 military representatives and 77 defense ministers from around the world, with 1112 companies from 59 countries exhibiting their products, including "Jugoimport" SDPR from Serbia, whose stand since Jugoimport first started exhibiting in the show, was visited Sheikh Mohammed bin Zayed Al Nahjan.

"Serbia will produce highly sophisticated missiles for the United Arab Emirates," as Deputy Prime Minister Aleksandar Vucic after visiting the fair, weapons and equipment said in Abu Dhabi today

Vucic said that at yesterday's meeting with Sheikh Mohammed bin Zayed Al Nahjan agreement regarding all contracts between the two countries had been reached, especially in connection with investments in the defense industry. It was agreed that the emirates state company "Earth" and Serbian "Jugoimport" SDPR should sign an agreement on joint development of a missile system ALAS.

"What is most important is that it a big contract will be signed. This will be the most sophisticated and modern weapons that we have ever made, as Vucic stated.

Serbian Deputy Prime Minister said that it was 200 million EUR worth contract, while the first stage is expected in the short term investment of around 24 million euros.

"The first investment in the production of highly sophisticated missiles are expected in a few weeks," said a female.

Today in Abu Dhabi an agreement on mutual boost and protection of investments will be signed, as well as a joint statement on establishing strategic partnership and cooperation agreement in the field of defense.

The basis for these contract will be an agreement on border cooperation between Serbia and the United Arab Emirates, which will also be signed today in Abu Dhabi.

CAPABILITY ANALYSIS OF THE SERBIAN ARMED FORCES IN 2012 COMPLETED

At the regular annual analysis of operational and functional capabilities of the Serbian Armed Forces in 2012, which has been held at the House of Guard in Topcider today, it was assessed that the security situation in Serbia is stable.

The analysis was attended by Serbian President Tomislav Nikolic, First Deputy Prime Minister and Defence Minister Aleksandar Vucic with the Collegium, Chief of Serbian Armed Forces General Staff General Ljubisa Dikovic, as well as the most responsible officers of the Ministry of Defence and the Serbian Armed Forces.

In addition to the security situation in the country and the region, the results achieved in the construction and maintenance of operational and functional capabilities of the Serbian Armed Forces in the previous year have been reviewed, as well as other issues that have influence on the maintenance and development of the capabilities of the Serbian Armed forces noting that its skills and equipment should be improved in the forthcoming period.

In the analysis today, in the Annex Hall of the House of Guard, display of a part of weapons, equipment, and publications of the Serbian Armed Forces was organized and participants in the analysis had opportunity to see them.

SEEING THE SERBIAN PEACEKEEPERS OFF TO CYPRUS AND LEBANON

In the "South" base, the members of the Serbian Armed Forces that will participate in multinational operations in Cyprus and Lebanon have been officially seen off. The seeing off was attended by the Chief of General Staff of the Serbian Armed Forces General Ljubisa Dikovic, Army Commander Lieutenant General Aleksandar Zivkovic, Head of the MoD Strategic Planning Department Major General Mitar Kovac, representatives of local governments of Vranje, Bujanovac and Presevo, Ministry of Interior and religious communities and members of families, relatives and friends of participants in peacekeeping operations.

General Dikovic handed the flags of the Republic of Serbia to platoon leaders Major Ljubomir Punic and Captain Milos Todorovic, greeted all the members of the military heading to peacekeeping mission and wished them luck in carrying out this important task.

General Dikovic pointed out that the tradition of the Republic of Serbia is an important mainstay in positioning of our country in international relations and recalled the work of our ancestors in the liberation wars and wonderful examples of the behavior of our military in peacekeeping operations in Sinai, Burundi and other countries.

"We are proud to continue this tradition and this is the third rotation of our soldiers deployed in multinational operations – General Dikovic said to future peacekeepers – that they are participating in the peacekeeping operation together with the armies of other countries. Develop relationships, as it is in the tradition of our nation, with members of other armies and it will be a great contribution to the reputation of Serbia around the world today when we are looking for our position where we see that is the best for us. Currently, the Serbian Armed Forces has 111 members in six UN mandated multinational operations and in two EU mandated peacekeeping operations. Today, 43 officers and soldiers took off for the Republic of Cyprus, through Hungary. A number of 36 members of the Serbian Armed Forces will take off for the Republic of Lebanon, through Spain, They will spend two months in Spain for training, and at the end of the year, the number of members of the Serbian Armed Forces in Lebanon will grow to 160 people, as in November the company will be deployed to the area of multinational operation in Lebanon.

By the end of the year, according to the Head of the Centre for Peacekeeping Operations of the SAF GS Joint Operations Command, Colonel Milivoje Pajovic, it has been planned to deploy 475 soldiers of the Serbian Armed Forces in various multinational operations. "We decided to acknowledge in a solemn way the members of the Serbian contingent who have proven by their readiness that they can, on an equal basis with other members of the armies of the world, spread the glory of the Republic of Serbia abroad and thus increase the reputation of the Republic of Serbia in an international environment", Colonel Pajovic said.

TEXTBOOKS AND TEACHING MATERIALS FOR THE SERBIAN ARMED FORCES

Donation of the United States, consisting of teaching literature and material for English language courses, was presented today at the Self-Access Centre (SAC) in the General Staff of the Serbian Armed Forces.

The ceremony was held under the support of PELT donor countries (Kingdom of Norway, Denmark, the Netherlands and Sweden, the UK and the USA) and the IMET programme (Programme for International military cooperation between Serbia and the United States in the field of education and training in 2013).

Donation consisted of tons of books and teaching materials, multimedia kits for English language learning courses, from the United States Defence Language Institute.

The activities were attended by the Head of the Personnel Department, Human Resources Sector, Ministry of Defence, Brigadier General Dragosav Lackovic, Ambassador of the Kingdom of Denmark to Serbia Mette Kewell Nielsen, Chief of PELT Directorate Lieutenant Colonel Zikica Milinkovic, defence attaches of donor countries, representatives of the Ministry of Defence of the Republic of Serbia, the Serbian Armed Forces, then the US Office of Defense Cooperation and the representatives of the British Council in Belgrade.

General Lackovic pointed out that the knowledge and ability to use the English language have become necessary for the active participation of Serbia in the Partnership for Peace Programme and peace support operations through the UN and EU missions.

- In this context, communication skills in English of the professional staff of the Serbian Armed Forces represent one of the priorities of the Ministry of Defence and the very important goal of our military. Enhancing the skills of professional personnel in the field of English language, through schooling and later through training, is critical to our interoperability with international forces, mainly in order to participate in multinational peace support operations, and then through the realization of the Partnership Goals within the Partnership for Peace Programme, the General emphasized.

PELT program is a part of organized efforts to implement the plan in order to meet the demands for language interoperability of the personnel of the Ministry of Defence and the Serbian Armed Forces, as one of the conditions for engaging in a multinational environment, which is realised in the framework of the PfP mechanisms and Planning and Review Process.

Equipping of centres in the Serbian Armed Forces garrisons with teaching materials is the continuation of planned outreach activities in the framework of the Programme for training and testing of the members of the defence system in the field of English language according to STANAG 6001.
