This is absolutely the first US registered Russian Il-78 whose photograph you could find nowhere at this moment. According to the FAA registry, this airplane is acquired by the North American Tactical Aviation, and was designed to capitalize on the aviation support needs of the U.S. Military and other allied nations. Currently, the aircraft has been grounded on Sherman/Denison - Grayson County Airport.

Pues por lo visto hay un concurso de 35 billones de dolares, para unos 179 aviones de repostaje, en el cual participa OAK, que va a presentar una version del IL-96. Se esta debatiendo en forumavia

Russian Firm to Bid on Air Force Tanker Program

In another twist to the ongoing saga to replace the Air Force's aging fleet of aerial refueling tankers, United Aircraft Corp. of Russia is planning to bid on the $40 billion contract, according to a person familiar with its plans.

Yo diria que los rusos y norteamericanos han quedado en que UAC participe para que haya "concurso"... Asi los rusos presentan al mundo IL-98 y los norteamericanos firman con Boeing... Ambos ganan.
