BEIJING, Oct. 20 (Xinhua) -- China on Saturday called for the Democratic People's Republic of Korea (DPRK) and the Republic of Korea(ROK) to keep calm and restrained to safeguard the peace and stability on the Korean Peninsula.

"China expects related parties to remain calm and restrained, not to take provocative or radical actions and jointly safeguard the peace and stability on the Korean Peninsula," Foreign Ministry spokesman Hong Lei said in a statement.

Hong's comments came as the Western Front Command of the Korean People's Army (KPA) on Friday warned that it might fire on an ROK border area where Seoul plans to scatter anti-DPRK leaflets next week while the ROK defense chief said the ROK would wipe out the attackers.

"China is concerned about the development of the issue," Hong said.

As a neighbor, China supports the DPRK and the ROK to resolve the issue through dialogue and consultation, Hong said, stressing China opposes any actions that might escalate the tensions or any military confrontations on the peninsula.

The working conference on the health capacity building for all the troop units of the Chinese People’s Liberation Army (PLA) which ended on September 28, 2012 in Guangzhou proposed that the health capacity building in all the PLA troop units in the future should strive to enhance six capabilities, namely health maintenance, disease prevention, emergency handling, telemedicine, psychological service and accompanying support.

According to the unified arrangement of the PLA General Logistics Department (GLD), the health capacity building in troop units will achieve the overall goal of effectively meeting the constantly-increasing reasonable health needs from officers and men and the troop units’ medical service support needs for fulfilling diversified military tasks by 2015. To this end, it is required that 90 percent of hospitals at division and brigade levels as well as health agencies at brigade and regiment levels in border and coastal defense troop units should set up digital high-definition two-way telemedicine stations, all the health agencies in troop units at regiment level and below should establish network medical service stations, the physical examination rate for officers and men in troop units should reach over 98 percent, electronic health records should be set up for all the officers and men, all the health agencies in troop units at regiment level and above should possess early treatment capability for group illness and infectious diseases and realize online management of health information, psychological health service rate for officers and men in troop units should reach 100 percent, and assignment training rate for health officers should reach 100 percent.

Qin Yinhe, deputy director of the GLD of the PLA, Xu Fenlin, commander of the PLA Guangzhou Military Area Command (MAC), Zhang Yang, political commissar of the Guangzhou MAC, and leaders from relevant departments of the Ministry of Health of the People’s Republic of China and the four general headquarters/ departments of the PLA as well as leaders from the joint logistics departments of the PLA major organizations attended the conference.

“Nuclear-chemical” — the term raises the specter of the mushroom clouds rising from Hiroshima and Nagasaki or deadly sarin gas. However, nuclear-chemical materials are widely used in the energy and chemical industries, scientific research and sanitation.

But how to dispose of the waste?

A team in the Xinjiang Military Area Command of the Chinese People’s Liberation Army specializes in this task.

Disposal Techniques

Usually, hazardous chemical materials are destroyed in incinerators that can exceed temperatures of 1,000 degrees centigrade.

The facilities are airtight and the process operates in a streamlined way.

The waste is divided into small packages and stored in containers full of activated carbon and sodium bicarbonate, which help to prevent pollution in case they spill.

Wearing protective clothing, operators cautiously move the packages on to a conveyor belt to the incinerators. The amounts being incinerated are strictly controlled. Too much waste in the incinerator would prevent proper burning and would fail to meet environment protection criteria.

Disposal of radioactive materials is conducted in accordance with international practice.

First, operators measure the level of radioactivity. They select methods and locations according to the test results and place the radioactive materials in airtight lead containers, which are buried in pits shielded with lead for gradual decomposition.

During the process, operators must wear heavy lead-lined clothing, weighing about 10 kg — about half the weight of their former suits.

Despite improvements in working conditions, disposal of nuclear-chemical waste always poses great challenges to the operators’ strength of will and endurance.

They must work for hours without eating or drinking. In summer, they are soaked in sweat from head to toe after just half an hour’s work in their protective suits.

Lethal Risks

Zhao Shengya, one of the few generals specialized in nuclear-chemical waste disposal, knows well the toxic nature of mustard gas. For instance, a drop of the active chemical with a concentration of just 0.03 percent can stop psoriasis, a stubborn skin disease.

Zhao experienced the effects of the poison gas years ago. One day, he was conducting an experiment with a test tube containing a 1-percent concentration of liquid mustard gas and a disinfectant. Blending the two liquids triggered strong and rapid chemical reaction and a blast that splattered the liquid on Zhao’s body.

He rushed to the bathroom and washed for half an hour, but he was tormented by a low fever and skin pain for about two months. The accident left a scar on his arm.

“Fortunately I used small amount and low concentration of the materials, otherwise the consequences would have been worse,” he says.

Engineer Song Xiuwei was “bitten” by another type of colorless and odorless toxic liquid three years ago.

A tiny drop of the liquid of less than 1 percent concentration fell on Song’s hand. He did not notice it until seven hours later. The affected area began to fester one day later and was left with a scar.

“Small errors can lead to huge consequences,” says Zhang Jianguo, a chemical disposal veteran. “Sometimes, a project can be completely ruined by just the smallest of oversights.”

He recalls how a single hair almost cost his life.

The hair was stuck in his breathing mask when Zhang was conducting an experiment, allowing toxic gas to fill in his helmet. He felt giddy and nauseous in just two minutes. He shouted for help: “I’m poisoned!” An instant antidote injection saved his life.

“One breath of toxic gas could be fatal. Minor mistakes can kill,” says Zhang, who now takes extra care at work.

Even more dreadful is radiation, which cannot be seen or felt. Exposure to nuclear radiation can cause nausea, vomiting and heart failure. Even with comprehensive protective measures, frequent contact with radiation will lead to alopecia. Many soldiers in the corps suffer from hairlessness.

Cool-Headed Heroes

“We choose danger so others can live safely,” says Senior Colonel Gong Lingtai. “The soldiers who devote themselves to disposing of nuclear-chemical waste are awe-inspiring.”

Gong has worked in the field for many years and participated in the founding of a military rescue team for nuclear-chemical emergencies. The team, comprising troops from the Xinjiang corps, has proved to be invaluable.

Xinjiang has about 1,000 facilities that use nuclear-chemical materials. The mass manufacture and application of nuclear-chemical products creates the problem of waste disposal. Improper disposal could cause irreversible environmental damage.

When workers at a hospital in Urumqi, capital of Xinjiang Uygur Autonomous Region, found a steel tank in a discarded warehouse, nobody could identify the type or amount of chemical it contained.

After careful study, members of the rescue team confirmed it was chlorine — a toxic chemical that can cause serious respiratory problems — and worked out a plan to destroy it.

Soldiers put the tank in a pool full of alkali liquid and ice cubes, and then drilled into it to release the chlorine, which was
neutralized in the pool.

Over the years, the team has joined many emergency operations, including a chemical plant blast and a chlorine leak in a residential community, and identified hundreds of radioactive items in a medical unit.

“They risk their lives for the benefit of generations of people,” Gong says. “I salute them — they deserve to be called heroes.”

　　A total of 100-odd foreign cadets studying at the foreign training department of the PLA University of Science and Technology visited the “Linfen Brigade” under the Nanjing Military Area Command (MAC) of the Chinese People’s Liberation Army (PLA) on October 26, 2012, while ten officers and men from the 4th company of the 2nd battalion held a demonstration on the subject of marksmanship upon order.

　　One shooter’s 20 shots scored 197 points and won wide applause from the foreign guests. According to a leader of the brigade, the shooter Corporal Wu Xiaojie is the newly-selected outstanding marksman.

　　As the foreign guests shook hands with Wu Xiaojie, they found his both hands were callous and the skin on his elbow was much thicker than that of the other parts.

　　This was not the first time for Wu Xiaojie to be praised by foreign guests. Not long ago, when a group of foreign military attaches from 46 countries visited this brigade, Wu Xiaojie took his turn to demonstrate his shooting on that particular foggy day. But unexpectedly, the bullet got stuck in the chamber after the first shot in spite of his self-possession. It took him a little more than 10 seconds to retrieve the magazine, pull the bolt, remove the shell, reload the magazine, and complete the shooting of the remaining 19 shots. When the target reporter announced the result of 199 points, those foreign military attaches all gave him thumbs up.

　　The company that Wu Xiaojie serves has an unwritten rule that it requires 195 points for 20 shots in order to make it a pass. In accordance with this standard, every officer and man in the 4th company is a “marksman” in the eyes of the foreign guests.

　　The “Cooperation Spirit 2012” China-Australia-New Zealand joint drill on humanitarian rescue and disaster relief came to an end after wrapping up actual-troop exercise on October 31, 2012 at the Gallipoli barracks in Australia.

　　During the exercise, medical detachments of the three sides mix-grouped and took joint actions on several subjects including setting up field clinics, evacuation of the wounded and patients after classification, diagnostic check, anti-shock of critical diseases and surgeries for combined injuries under the unified command of the joint medical-service command and coordination center.

　　The medical rescue involved ten types of injuries including burn, trauma, car accident, drowning and mental disease, covering the major types of hurts caused by natural disasters.

　　The observation delegations of senior military officers of the three countries watched the actual-troop exercise and spoke highly of it. They held this exercise was of great significance for strengthening the joint operation capability of the three sides in humanitarian rescue and disaster relief and for enhancing military mutual trust, deepening friendship and boosting the pragmatic cooperation between the three countries.

2012-12-07 — The 335 officers and men of the Chinese peacekeeping contingent to Lebanon were awarded the United Nations Medals of Peace on December 5, 2012 for their outstanding contributions to the UN peace cause.

The Chinese peacekeeping contingent has accomplished such tasks as mine clearing and explosive removing, project construction, comprehensive support and medical treatment. “The Chinese contingent is one of the most excellent peacekeeping contingents in the United Nations Interim Force in Lebanon (UNIFIL),” said Brigadier General Patrick Faylan, deputy commander of the UNIFIL.

The “Medal of Peace” is an important prize the UN to commend those with outstanding contributions to peace cause of mankind, and is the highest prize to peacekeepers from various countries in the world.

According to Colonel Huang Aiyu, commander of the Chinese peacekeeping contingent to Lebanon, the awarded Chinese contingent is composed of the 10th Chinese peacekeeping engineer battalion to Lebanon, the 9th Chinese peacekeeping medical detachment to Lebanon and staff officers, and its main body is made up of an engineer regiment under the Chengdu Military Area Command (MAC) of the Chinese People’s Liberation Army (PLA) stationed in southwest China’s Yunnan province and the Kunming General Hospital under the Chengdu MAC of the PLA.

China presenta un girocóptero con misiles guiados antitanque
El Ejército Popular de Liberación de China ha presentado un girocóptero de combate equipado con lanzacohetes.

Lo que se sabe

El avión tiene cuatro misiles antitanque, dos en cada lado. El girocóptero está equipado con un sistema de cámaras que le permite detectar objetivos y se encarga del guiado. Las cámaras también permiten utilizar el avión con fines de reconocimiento.

El desarrollador de los autogiros es una empresa china con un largo nombre Shaanxi Baoji Special Vehicles Manufacturing. Construyó su primer avión hace ocho años. Se llama Shaanxi Baojii Special Vehicles Lie Ying Falcon o Hunting Eagle Strike. El modelo está disponible en versiones monoplaza y multiplaza. El alcance es de 400 km.
