China, Mongolia pledge closer defense ties

Citar
BEIJING, Sept. 21 (Xinhua) -- Chinese Defense Minister Liang Guanglie on Friday pledged to seek stronger defense ties with Mongolia.

Liang made the pledge in a meeting with Choijamts, a senior official of the Monoglian Defense Ministry, who is leading the Mongolian delegation to Beijing for the sixth defense and security consultations between the two countries.

Liang reviewed China-Mongolia relations in recent years, saying political trust have deepened, economic cooperation have developed and people-to-people exchanges have flourished.

"Our defense relations have been smooth," Liang said, highlighting the high-level visits, defense consultations, personnel training and border defense cooperation.

Liang said China would like to work with Mongolia to expand areas of communication and deepen pragmatic cooperation to ensure the long-term steady growth of bilateral relations.

Choijamts said Mongolia expected to step up defense cooperation with China and boost the growth of military relations.

Earlier Friday, Ma Xiaotian, deputy chief of general staff of the People's Liberation Army (PLA), and Choijamts attended the sixth defense and security consultations between China and Mongolia.

Both sides maintained that it was in the common interests of both countries to maintain regional peace and stability, which defense departments of both countries would make positive efforts to work for.

Both sides reached consensus on deepening military relations, agreeing to maintain high-level visits, hold defense consultations, strengthen border defense cooperation and increase personnel training.

Zhejiang civil air defense systems improved

Citar
The construction of civil air defense systems currently enters a new development period. The civil air defense (civil defense) departments at various levels in Zhejiang province actively explore ways to build information-based civil air defense systems so as to improve the overall protection capability.

To date, the Civil Air Defense Office of Zhejiang province has basically established smooth mechanisms for command, information sharing and joint training. As a result, the civil air defense commanding chains are gradually extending and expanding to key civil-air-defense towns and urban communities.

As early as in 2008, all the governments at three levels throughout Zhejiang province, namely province, city and county, had established civil air defense command headquarters. The underground command posts and ground command centers at provincial and city levels had all been established, and satellite mobile command vehicles had been distributed to governments at county level and above.

On this basis, the Civil Air Defense Office of Zhejiang province further established a civil air defense information communication system which integrated command and control, early warning and alarm, data collection and information transmission.

Under unified coordination and command by the civil air defense (civil defense) departments, millions of masses in Zhejiang province conducted evacuation drills for disaster prevention and reduction on May 12, 2012, the 4th Disaster Prevention and Reduction Day of China.

Li Hang, director of the Civil Air Defense Office of Zhejiang province, said the civil air defense (civil defense) departments at various levels will gradually establish necessary emergency-rescue facilities and equipment, promote education on disaster prevention and reduction knowledge as well as training on disaster-prevention, self-help and mutual rescue skills for whole people in the future.

To date, population evacuation systems including places like evacuation base and evacuation site have been basically established by the civil defense departments in Zhejiang. A certain amount of foods and necessities are stored at each emergency-response reserve depot which can meet people’s basic living needs during war or disaster.

Chinese peacekeeping engineers to South Sudan complete first DDR project

Citar
“I would like on behalf of President Salva Kiir Mayardit of the Republic of South Sudan to express gratitude to the Chinese engineers for completing the Disarmament, Demobilization and Resettlement (DDR) project within such a short time,” said Riek Machar, vice president of South Sudan, during the completion ceremony of the Marple Training Institute in South Sudan on August 29 of 2012, local time. “The Marple Training Institute will become the first DDR project to be put into use in South Sudan,” he added.

Riek Machar spoke highly of the outstanding performance of the 1st Chinese peacekeeping engineer detachment of the Chinese People's Liberation Army (PLA) to South Sudan, and presented award citations to 45 officers and men of the detachment.

In order to consolidate the hard-won peaceful situation in South Sudan after its independence and help the South Sudan veterans to acquire basic living and working skills, the United Nations is planning to establish three training centers within the South Sudan territory to provide the 162,000 demobilized combat soldiers with basic education and skill trainings on architecture, agriculture and animal husbandry, independent entrepreneurship and so on, in a bid to help them reintegrate into the society.

On January 20, the 1st Chinese peacekeeping engineer detachment to South Sudan received a directive from the United Nations Mission in the Republic of South Sudan (UNMISS) requiring them to deploy personnel to Marple for engineering construction. On February 7, 32 peacekeeping officers and men were first deployed in the construction.

“The most difficult time is the rainy season when storms occurred almost every day,” said Wang Zhonghua, commander of the detachment. “The construction machinery couldn't be sent to the site, what’s more, the building materials were unable to arrive in a timely manner.” During the most stressful time, a total of 100-plus officers and men were dispatched to Marple, where they worked through noon without breaks each day, and worked overtime into the night.

During the 205 days in harsh living environment with heavy construction tasks and under complicated security situations, the Chinese peacekeeping engineers managed to accomplish such arduous tasks in high standards as leveling the land of 180,000 square meters for foundations, constructing 10.8 kilometers of road, and building 18 training rooms.

Chinese DF-16 missile could render PAC-3 obsolete

Citar
The faster re-entry of a longer-range missile would greatly reduce the effectiveness of PAC-3 missile interceptors acquired from the US, analysts said.

A new longer-range ballistic missile allegedly deployed by China and the introduction of multiple warhead capabilities could render obsolete Taiwan’s most advanced missile interceptors, analysts said yesterday.

National Security Bureau (NSB) Director Tsai Der-sheng told the legislature on Wednesday that China had recently begun deploying Dong Feng-16 (DF-16) ballistic missiles with a range of between 800km and 1,000km, and that some were targeting Taiwan.

One US expert with years of experience monitoring developments in China’s missile arsenal told the Taipei Times that while literature on the DF-16 was scarce, the fact that a different designation had been referenced implied that the system was sufficiently different from existing missiles.

Another, Rick Fisher, a senior fellow at the International Assessment and Strategy Center in Washington, said chances the DF-16 is the “real deal” were high, adding that the new system would likely incorporate advances in solid rocket fuel, guidance and warhead design. He admitted this was the first time he had seen references to the DF-16 designation.

Alarmingly, the faster re-entry of a longer-range ballistic missile such as the DF-16 would greatly reduce the effectiveness of Taiwan’s PAC-3 missile interceptors that were acquired at great cost from the US and which are still in the process of being deployed.

The longer the range of a ballistic missile, the higher it must climb to reach its target and the higher it climbs, the more time it takes for it to fall to the ground, giving gravity more time to accelerate the descent of the warhead at a rate of about 9.8m per second squared.

“All the PAC-3s are not yet in the field, but when they are, they can potentially be defeated by the faster 1,000km DF-16,” Fisher said.

In addition, new long-range missiles would give China’s leadership the ability to make “peace gestures,” such as withdrawing older DF-15s, without any substantial reduction of military pressure on Taiwan, he said.

The removal of some missiles targeting Taiwan has been touted as a potential “goodwill” gesture by Beijing to help President Ma Ying-jeou get re-elected next year.

Ballistic missiles with a range such as that attributed to the DF-16 could be deployed at the Second Artillery’s 52 Base in Anhui Province and target Taiwan as well as US bases in the region, such as Okinawa and Guam.

According to a study by the Project 2049 Institute, 52 Base oversees five short-range ballistic missile (SRBM) brigades and as many as three medium-range ballistic missile brigades. It remains unclear whether 52 Base is being equipped with a new brigade for the DF-16 or whether they would replace older SRBMs.

Wendell Minnick, Asia bureau chief for Defense News, was more skeptical on the DF-16 representing a new type of missile, saying it was likely a variant of the existing DF-15, which has a range of about 600km.

“Honestly, I can’t see how all the US analysts missed it, if it is ‘deployed,’” Minnick said. “I suspect he [Tsai] is saying the DF-15 extended range is the new ‘DF-16,’ but the lack of details during his testimony annoys me to no end.”

“It’s possible they [the government] are trying to scare the US into releasing new F-16 fighters and submarines,” Minnick said.

During his presentation, Tsai also said that most of China’s missiles now had multiple warheads capable of hitting different targets, such as radar sites and planes at airports.

While it is known that the DF-21 “aircraft carrier killer” — which Tsai said was also recently deployed — has multiple warheads, news that smaller missiles in the Chinese arsenal have multiple reentry vehicles (MRVs) would be a worrying development, Fisher said.

“PAC-3s can only handle one incoming missile target, not [several] MRVs,” he said, adding that the US had recently canceled a missile defense program intended to give missile interceptors the ability to take out MRVs.

PHNOM PENH, Nov. 19 (Xinhua) -- Chinese Premier Wen Jiabao met his Indian counterpart Manmohan Singh Monday, stressing the two countries should seize strategic opportunities to expand mutually beneficial cooperation.

It was of great significance for China and India, two neighboring nations with ancient civilizations, to step onto the road to prosperity at the same time, Wen said, adding peaceful co-existence and close cooperation not only benefited the people of the two countries, but also helped to promote world peace and prosperity.

China and India should enhance bilateral communication and coordination in implementing macro-economic policies through strategic dialogues, and promote infrastructure cooperation, Wen said.

The Chinese government encouraged Chinese enterprises to participate in major construction projects in India, he said.

Wen also called for favorable policies and social environments for expanding investment in both countries as well as facilitation in finance, information and legal services.

More efforts should be made to improve the quality of cooperation and foster new growth points, Wen said.

During the meeting, Wen also suggested the two sides promote bilateral trade to achieve balanced growth while opening up markets to ward off protectionism.

Wen and Singh are in Phnom Penh to attend a series of meetings for East Asian leaders.

Chinese premier meets Obama on ties

Citar
PHNOM PENH, Nov. 20 (Xinhua) -- Chinese Premier Wen Jiabao discussed bilateral relations with U.S. President Barack Obama on Tuesday on the sidelines of the seventh East Asia Summit held here.

Both sides believe the Sino-U.S. relationship is now one of the most important bilateral ties in the world and that maintaining its steady, healthy and stable development conforms to the fundamental interests of both countries and peoples and is conducive to peace, stability and prosperity in the Asia-Pacific and the world at large, said Wen.

Looking into the future, Wen said, the two countries should stick to the direction of building the bilateral cooperative partnership based on mutual respect and mutual benefit and consolidate and enhance bilateral mechanisms, including the Strategic and Economic Dialogue and the high-level consultation on people-to-people exchanges.

The two countries should also further promote bilateral economic and trade relations by conducting large-scale cooperation in areas such as trade, investment, finance and infrastructure, he said.

He also called on the two countries to intensify communication and consultation on international and regional affairs, and especially work with other Asia-Pacific countries to safeguard and promote peace, stability and prosperity in the region.

Wen stressed that China is at a crucial development stage and needs a long-term peaceful and stable external environment and that China will continue to be a responsible big country that loves and maintains peace.

Obama said the United States would continue to commit itself to working with China to build a strong cooperative partnership.

In the past four years, U.S.-China relations have made remarkable progress, he said, adding that the two sides should make joint efforts to maintain and advance the sound development momentum in bilateral ties.

Washington also hopes that such mechanism as the Strategic and Economic Dialogue would continue and develop, Obama said, calling on high-ranking officials of the two sides to communicate as soon as possible to lay out a roadmap for the development of the ties in the next four years.

Obama said the United States and China, the world's two largest economies, have successfully coped with global and regional economic challenges in the past four years.

The two nations should expand economic and trade cooperation, properly deal with each other's concerns, and further push forward the bilateral economic and trade ties, he said.

Washington firmly believes that China's peaceful rise and success are of vital importance to global security and prosperity, he said, noting that the United States and China should enhance cooperation to jointly deal with global challenges and threats.

Obama said the United States hopes to resolve regional hotspot issues through peaceful means, and will not take a position in issues concerning sovereign and territorial disputes in the region.

The East Asia Summit kicked off here Tuesday, bringing together leaders of the 10 Association of Southeast Asian Nations member states and eight dialogue partners as well as heads of some international financial institutions.

Micro de 32 nm modelo Long Xin 3B

China To Send Combat Troops To Mali

2013-06-30 — Beijing has used the occasion of President Obama’s visit to sub-Saharan Africa to announce that it will for the first time deploy combat troops on an overseas peacekeeping mission, contributing soldiers to the United Nations force being assembled for Mali.

“We will send comprehensive security forces to Mali for the first time” Wang Yi, China’s foreign minister, said in a speech at a security forum in Beijing on Wednesday, the Financial Times reported.

The expected dispatch of about 500 Peoples Liberation Army combat troops would mark a major shift in policy for China, which has previously limited its peacekeeping contributions to engineers, medical and aid personnel. China currently has about 1,900 troops involved in UN missions, the most of any country on the Security Council.

Aboard Air Force One en route to South Africa from Senegal, Obama downplayed China’s growing influence in Africa, part of Beijing’s continuing efforts to expand its economic and military clout internationally to challenge the superpower status of the U.S.

In recent years, China has displaced the U.S. as Africa’s leading trade partner, and China has major mining and other commercial interests on the continent. While Chinese President Xi Jinping has made frequent trips to sub-Saharan Africa, Obama is on his first substantive visit there.

“This is not the Cold War,” Obama said in a session with reporters at the back of the plane. “You’ve got one global market, and if countries that are now entering into middle-income status see Africa as a big opportunity for them, that can potentially help Africa.”

“What we have going for us, though, is our values, our approach to development. Our approach to democracy remains one that is greatly preferable to a country like Senegal,” Obama said.

African nations “recognize that China’s primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy,” he said.

Chinese troops in Mali would signify “a major breakthrough in our participation in peacekeeping,” said Chen Qian, head of the UN Association of China, a Chinese think tank, the Financial Times reported. “With this, our contribution will be complete. We will have policemen, medical forces, engineering troops and combat troops.”

In a visit to Beijing last week, UN Secretary General Ban Ki-moon praised China for its “strong and growing operational and political engagement with peacekeeping.”

The UN peacekeeping force of about 12,800 troops was expected to deploy to Mali next month to begin displacing French troops who entered the country in January to push back Islamic rebels who had taken over large swaths of northern Mali.

France has committed to withdrawing its 4,000 troops by the end of the year but has pledged to leave behind trainers and advisors for Mali’s military.

Defense Department officials had no immediate response to the reports of China’s coming military involvement in Mali.
The U.S. military has established training and advisory roles with sub-Saharan African nations to shore up local governments and counter the influence of Al Qaeda-affiliated groups, and that role was expected to be enhanced under Army Gen. David Rodriguez, new head of the African Command.

In his initial visits to the region, Rodriguez quietly stopped in Mali to meet his French counterparts and gauge the effectiveness of U.S. assistance to the French effort.

The U.S. provided air transport for French troops during the initial stages of the French campaign, and the U.S. has continued to supply aerial refueling for French Mirage and Rafale fighters in ground support missions. The U.S. has also set up a drone base in neighboring Niger to fly unarmed reconnaissance missions for the French over Mali.

Through June 24, U.S. tankers flying out of the U.S. base at Moron, Spain, have delivered more than 1.5 million gallons of jet fuel to French warplanes, according to Africom.
