Serbios en Kosovo piden ayuda a Ban Ki-Moon contra represión de la OTAN
Zagreb, 26 ago (EFE-RHC) Los alcaldes de cuatro municipios serbios del norte de Kosovo han pedido ayuda en una carta al secretario general de la ONU, Ban Ki-moon, y acusan a las fuerzas KFOR de la OTAN de ejercer "represión" contra la población minoritaria serbia de esta región en lugar de protegerla.

 En vez de cumplir sus compromisos conforme a la Resolución 1244 de la ONU, la Facional creada en 1999 conforme a la Resolución 1244 de la ONU con el objetivo de mantener la seguridad en Kosovo, territorio autoproclamado independiente de Serbia en 2008.

 La "KFOR se ha salido de sus competencias y la UNMIK (misión de la ONU) y la Eulex (misión civil de la Unión Europea) no cumplen sus deberes, de modo que se ha deteriorado seriamente el respeto de los derechos humanos y han empeorado de un modo catastrófico las condiciones de vida y trabajo de la comunidad serbia en el norte de Kosovo y en otras partes", se indica en la carta.

 Los alcaldes de los municipios de Leposavic, Kosovska Mitrovica, Zubin Potok y Zvecan se quejan concretamente de la presencia y actuación de la KFOR en los pasos fronterizos con Serbia, donde, según afirman, bloquean la libre circulación de personas.

 La KFOR estableció el control sobre los pasos de Jarinje y Brnjak después de los incidentes que se produjeron allí a fines de julio, cuando Pristina envío un grupo policial de fuerzas especiales para tomar el control de esos dos puestos aduaneros.

 Pristina trató de tomar esos puestos fronterizos para regular el flujo de bienes procedentes de Serbia en respuesta al veto de Belgrado a las importaciones kosovares debido a que no reconoce sus sellos aduaneros.

 Los serbios del norte de Kosovo, que no reconocen a las autoridades de Pristina y se rigen por las leyes serbias, piden que esos pasos aduaneros sean devuelto a policías kosovares de etnia serbia.

 También piden que la ONU prepare planes concretos para el retorno de 200.000 serbios desplazados de sus hogares de Kosovo por el conflicto bélico de 1998 1999 que acabó con la retirada efectiva de la administración serbia del territorio kosovar, administrado por la ONU hasta la autoproclamación de la independencia en 2008.

 "En lugar de proteger los derechos de 200.000 personas desplazadas, se toleran los intentos de las instituciones albanesas de Pristina de realizar nuevas limpiezas étnicas contra decenas de miles de serbios en el norte de Kosovo", se advierte en la carta a Ban Ki-moon, informa Tanjug.

SRS leader transfered back to prison

BELGRADE -- Vojislav Šešelj has been transfered back to his detention unit at the Hague Tribunal after a medical intervention last night, his Serb Radical Party (SRS) said.

SRS official and MP Vjerica Radeta told B92 this morning that doctors at a local hospital decided to replace one of the drugs he was receiving, "because it seems it had damaged one of his kidneys".

Radeta added that emergency medical services were called to intervene by prison guards when Šešelj felt ill last night, and added that Hague Tribunal spokesperson Nerma Jelacic's claim that the medical intervention came "for preventive reasons" was not true.

According to Radeta, Šešelj contacted his family late on Sunday.

The Radicals are demanding that their leader be examined by a team of Serbian doctors headed by Milovan Bojić.

Šešelj two days ago agreed to this, but the Hague Tribunal's permission is still pending.

Šešelj surrendered to the Hague Tribunal voluntarily in early 2003, where he has been detained ever since. His trial on war crimes charges started in 2007, while the closing statements are expected in early March of this year.

Detenido en Serbia el criminal de guerra Radovan Stankovic

Estaba condenado a 20 años por tortura, violación, asesinato y detención de civiles en la guerra de Bosnia

REUTERS/EP/SARAJEVO La Policía de la República Serbia de Bosnia ha detenido este sábado al criminal de guerra Radovan Stankovic en la localidad de Foca, de cuya cárcel se había fugado en 2007, poco después de ser entregado por el Tribunal Penal Internacional para la Antigua Yugoslavia (TPIY) a las autoridades bosnias.

La detención se ha producido cerca de la casa de Stankovic en Foca después de que la Policía recibiera un chivatazo de los ciudadanos, ha explicado Mirna Soja, portavoz de la Policía de la República Serbia de Bosnia. "Trató de escapar, pero la Policía lo detuvo cerca de su edificio de apartamentos en Foca", ha dicho en declaraciones telefónicas a Reuters.

Stankovic fue el primer criminal de guerra entregado por el TPIY al Tribunal de Bosnia y Herzegovina, una corte especial encargada de juzgar crímenes de guerra.

El tribunal bosnio condenó a Stankovic en noviembre de 2006 a 20 años de cárcel por tortura, violación, asesinato y detención de civiles bosnios musulmanes durante la guerra de Bosnia, 1992-1995, pero se fugó en mayo de 2007, un mes después de ingresar en la prisión de Foca, aprovechando una visita al dentista.

Según fuentes policiales, es probable que Stankovic haya permanecido escondido en Serbia desde su fuga. Sin embargo, finalmente ha sido la policía serbobosnia la que lo ha detenido.

Soja ha explicado que todas las fuerzas de la Policía de Bosnia-Herzegovina han participado en la búsqueda de Stankovic en los últimos años.

La ciudad de Foca es conocida por los crímenes de guerra cometidos por los serbobosnios contra los civiles musulmanes a principios de la guerra de Bosnia.

Radicales de Kosovo abandonan bloqueo de carreteras después de la intervención policial

La protesta del movimiento radical albanés de Kosovo, “Autodeterminación”, que bloquearon las carreteras en la frontera administrativa de Serbia y Kosovo se terminó hoy, tras que la policía local bloqueó las rutas de suministros de los manifestantes, informó la prensa local.

Varios miles de partidarios del movimiento, bloquearon en la provincia de Kosovo las carreteras que conducen hacia el puesto de control de Merdare y los puntos fronterizos de Bela Zemlja, su objetivo era evitar la importación de los productos serbios y exigir a las autoridades de Kosovo comenzar a aplicar el principio de reciprocidad en relación con las esferas política, económica y comercial de Serbia.

La continuación de esta protesta, de acuerdo con los representantes de la “Autodeterminación”, fue imposible después de que la policía impidió la entrega de alimentos, mantas, calentadores y otros materiales para continuar la acción de protesta.

Según la fuente en Bela Zemlja, se produjeron conflictos entre los manifestantes.

Líderes de la “Autodeterminación” hicieron un llamado a sus partidarios a dispersarse pacíficamente. El vicepresidente del movimiento, Shpend Ahmeti prometió que las protestas continuarán en el futuro, pero de otra forma.

El movimiento forma parte del parlamento de Kosovo y goza de un apoyo estable.

Portugal apoya las aspiraciones de Serbia para entrar a la UE

Belgrado, 15 ene (EFE).- El Gobierno portugués expresó hoy su apoyo a las aspiraciones de Serbia a ingresar en la Unión Europea (UE) y abogó por progresar en el diálogo entre Belgrado y Pristina.

En rueda de prensa en Belgrado tras reunirse con el ministro de Exteriores serbio, Vuk Jeremic, el jefe de la diploma portuguesa, Paulo Portas, dijo que "no hay UE sin los Balcanes, ni hay Balcanes sin Serbia".

"Portugal es amigo de Serbia y quiere ver a este país en la UE. Sería un error si la Unión no entendiera todas las buenas razones para darle el estatus de candidato", indicó.

En diciembre pasado, los líderes comunitarios decidieron no conceder a Serbia el estatus de candidato a la adhesión y dejar la decisión para marzo próximo.

Ello que da más tiempo para juzgar si Serbia ha avanzado lo suficiente en su relación con Kosovo, que proclamó unilateralmente su independencia en 2008, lo que Belgrado no reconoce.

Portas recalcó la importancia del diálogo entre Belgrado y Pristina, amparado por Bruselas, y afirmó que cuenta "con las autoridades de Serbia para que ayuden a garantizar la estabilidad sobre el terreno".

Desde verano persisten las tensiones en el norte de Kosovo, habitado por serbios, que rechazan la presencia de funcionarios albanokosovares en los puestos fronterizos con Serbia.

En las barricadas que montaron en las carreteras de la zona se produjeron en varias ocasiones incidentes violentos.

Ante los periodistas, Portas también declaró que hay espacio para el desarrollo de la cooperación económica entre Portugal y Serbia.

Señaló que "hay muchos sectores en los que compañías portuguesas pueden hacer negocios aquí y empresas serbias en Lisboa" y precisó que se registra un aumento de las exportaciones lusas a este país balcánico.

"Hemos decidido acelerar las negociaciones para lograr un acuerdo para evitar dobles impuestos", añadió Portas. EFE

ACUERDO DE SERBIA Y HUNGRÍA SOBRE EL CONTROL DE LA FRONTERA ESTATAL

Los ministros de Asuntos Exteriores de Serbia y Hungría, Ivica Dacic y Sandor Pinter, han firmado en Horgos el Acuerdo sobre el control de la frontera estatal, con el que se hace más fácil el cruce de la frontera a los ciudadanos de ambos países. Vamos a abrir nuevos pasos de frontera, lo cual hará más fácil el cruce de la frontera no sólo por vía terrestre, sino también fluvial, lo cual influirá de una manera positiva en la cooperación en el área del turismo, dijo Pinter. Dacic indicó que la firma del Acuerdo así como la creación de una oficina conjunta de enlace, es la continuación de la excelente cooperación entre las policías de los dos Estados. La frontera entre los dos países, la cual es a la vez la frontera con la Unión Europea, tiene que ser impenetrable y sólida a la inmigración ilegal, por una parte, y muy transitable para los ciudadanos de nuestros Estados, indicó Dacic. Él añadió que las policías de los dos Estados han realizado buenos resultados en la lucha contra el crimen y en el control de la migración ilegal y los asilados falsos.

TADIC: EL REFERÉNDUM EN EL NORTE DE KOSOVO SÓLO PUEDE SER PERJUDICIAL PARA SERBIA

El presidente de Serbia, Boris Tadic, reiteró que la decisión de los representantes de los municipios del norte de Kosovo y Metohia de organizar a mediados de febrero un referéndum, en el que los ciudadanos se definan sobre la no aceptación de las instituciones de Pristina, puede ser perjudicial  para Serbia en la defensa de sus intereses legítimos en Kosovo. Al término de la conversación con los representantes de la Unión de Sindicatos Independientes de Serbia, el presidente dijo que Belgrado tiene ante si un diálogo riesgoso con Pristina sobre la solución de los problemas, evaluando que no hay posibilidades de que los autogobiernos locales hagan más que el Estado en la solución de los problemas de la población serbia en la Provincia. Tadic evaluó que ese acto de los dirigentes de los municipios en el norte de Kosovo y Metohia puede aminorar el potencial de Serbia en la solución de los problemas de la ciudadanía en la Provincia sureña. Llamando a los representantes de los serbios de Kosovo a que apoyen al Estado en la defensa de los intereses legítimos en Kosovo y Metohia, y no ha desayudar en ese proceso, Tadic reiteró que Serbia jamás va a reconocer la independencia de Kosovo y que no existe día en que el Estado no defiende su integridad en Kosovo y Metohia.

Court reduces sentences for French fan murderers

BELGRADE -- The Court of Appeals in Belgrade has made a decision to halve sentences to those responsible for French football fan Brice Taton’s murder, B92 has learned.

The court has finished deliberating the verdict in the case of the Frenchman, who was killed on September 17, 2009 and it is expected to publish it on Thursday.

Higher Court in Belgrade Judge Mirjana Ilić sentenced Đorđe Prelić and Dejan Puzigaća, who are still on the run, to 35 and 32 years in prison and Ljubomir Marković and Ivan Grković to 30 years.

Vladan Suvajac, Jovan Karbić, Milan Vujović, Branimir Četnik were sentenced to 14 years and Dragan Tomasović, Stefan Veličković, Milan Tarlać and Bojan Matijević to 12 years in prison.

Stepa Petrović and Dejan Stanković were sentenced to five and four years in prison, respectively, for their involvement in the fight.

Vladimir Bošković, was sentenced to eight months probation for aiding the hooligans after the attack. He was the only one who was not in custody during the trial.

The 28-year-old Frenchman was beaten by the hooligans in downtown Belgrade on September 17, 2009 ahead of the match between FC Partizan and Toulouse. He suffered massive head injuries, injuries to his aorta and had a bleeding in his chest. Taton died from the injuries in the Belgrade Clinical Center on September 29, 2009.

The court determined in the original verdict that the perpetrators committed aggravated murder, bearing in mind that they were aware of their actions and the fact that it was illegal.

Alcatraz fan group leader Prelić, Irriducibili fan group leaders Grković and Marković and Rebels group leader Puzigaća organized the attack on Taton.

According to the initial verdict, they used cell phones to call their accomplices and other football fans to meet in downtown Belgrade. Puzigaća handed them torches, baseball bats and masks before they split into groups and headed toward a bar where the French fans were.

Marković, Grković and Puzigaća continued to coordinate the attack on the Toulouse supporters.

The attackers started hitting the French fans with torches, bats and bottles.

The sentenced men then surrounded Taton and started kicking him while he was on the ground, throwing ashtrays and glasses at him and hitting him with bats and torches.

Then they dragged him and pushed him into a stairway railing before they intentionally threw him into a space between an underground garage and the staircase which was 2.28 meters deep.

The attackers then run away in various directions.

JEREMIC: SE ESTA EJERCIENDO PRESIÓN SOBRE LOS ESTADOS AFRICANOS PARA QUE RECONOZCAN KOSOVO

El ministro de Exteriores de Serbia, Vuk Jeremic, ha declarado que se está ejerciendo una enorme presión sobre los estados africanos que no han reconocido la independencia de Kosovo para que cambien de postura. La combinación de presiones, chantajes y dinero sucio ha hecho que cierto número de países africanos, que por mucho tiempo no reconocían el intento de secesión de una parte del territorio soberano de Serbia, que cambien de postura, dijo Jeremic tras la reunión bilateral en los márgenes de la Cumbre de la Unión Africana que se celebra en Addis Abeba. Jeremic destacó en entrevista concedida a la TANJUG que sólo un pequeño número de estados han cambiado, bajo presión, de postura sobre la independencia de Kosovo, pero que la mayoría de los países africanos no reconocen Kosovo. No tenemos otra opción que luchar con los modestos recursos de los que disponemos, por vía política y diplomática, junto con los miembros de la Unión Africana y otros estados del mundo, para mantener el número de reconocimientos a un nivel modesto, señaló Jeremic. Él destacó que un tema importante de las reuniones con  los representantes diplomáticos de los países africanos fue la cooperación económica, a la que se están abriendo nuevas posibilidades tras la reciente reunión ministerial del Movimiento de los No Alineados.

LOS SERBIOS NO QUIEREN ABANDONAR ORAHOVAC

En Orahovac, pequeña ciudad situada en Kosovo y Metohia donde los albaneses constituyen la población mayoritaria vivían, hasta el año 1999, alrededor de 3.500 serbios. Hoy, 13 años después, se quedarnos apenas 300, los más persistentes y los que no tienen adonde ir. De Orahovac nuestra corresponsal Snezana Milosevic.

Los serbios viven en la zona norte de Orahovac. Allí nos dirigimos pero en las calles encontramos con unos pocos. Nos saludan y con la mano dan la señal de que no tienen nada que decir, hace tiempo dijeron todo lo que querían pero casi nadie les hace caso. Las casas abandonadas, en buena parte deterioradas por los años, son prueba de que está amenazada la existencia serbia en estos espacios. En Orahovac, actualmente, vive cada décimo  serbio, contando su número del año 1999. Sufren mucho, sin trabajo, frecuentemente sin agua ni electricidad a pesar de que pagan las cuentas con regularidad. Cuando creen que no hay peligro, se van a labrar sus tierras cerca de la ciudad o de compras a la parte albanesa de la ciudad. De año en año disminuye el número de niños en Orahovac, y si no para esa tendencia, en un par de años la ciudad se quedará sin niños. En la escuela media hay en total diez alumnos. “Hay pocos sitios donde puede salirse en Orahovac, dice el alumno de secundaria Nemanja. Pasamos los días jugando al fútbol o baloncesto junto a la escuela, pasamos bastante tiempo frente al ordenador o escribiendo cartas a nuestros familiares y amigos”. Su compañera de clase, Stefana Rodic, dice que les molesta la falta de libertad de circulación. “Tenemos un sitio determinado para pasear, cerca de la escuela y de la iglesia, damos un par de vueltas, charlamos un poco, y cuando cae la noche tenemos que apresurarnos a nuestras casas. Mi deseo, destaca Stefana la que es una alumna ejemplar, es terminar los estudios universitarios en el exterior, y regresar a Orahovac, porque esta es mi ciudad, y otra no tengo”.

“El año pasado nos esforzamos bastante en mejorar la calidad de vida de los serbios de esta región de Kosovo y Metohia”, destaca el presidente del municipio de Orahovac, Marjan Saric. La mayor ayuda la recibimos del Ministerio para Kosovo y Metohia el que ha construido cuatro casas para los serbios”. Este proyecto, el que esperaban con mucha ansia los habitantes serbios de Orahovac, empezó a realizarse después de 12 años. Siete personas jóvenes, educadas, con la aprobación del Ministerio para Kosovo y Metohia y del Ministerio de Educación y Ciencia de la República de Serbia, han encontrado trabajo en la guardería de Orahovac y de Velika Hoca. El Ministerio nos ayudó económicamente también  para comprar la indispensable maquinaria vitícola. Todavía falta, destaca Saric, emprender la reconstrucción de la carretera local en Velika Hoca. Este año seguiremos al mismo ritmo, dijo Saric, para ayudar a la población serbia, la que a pesar de la falta de seguridad y de la grave situación económica y social, no ha querido abandonar sus tierras y casas”.

La primera huella escrita de esta pequeña ciudad de Kosovo y Metohia, data del año 1348. Se mencionó en la carta del rey y emperador serbio Dusan.

Šešelj examined by Serbian doctors

Prokuplje -- Serbian Health Minister Zoran Stankovic stated on Friday that a group of Serbian doctors had examined Serb Radical Party (SRS) leader Vojislav Šešelj.

“They will return to Belgrade on Friday and they will deliver their written report,” Stanković told reporters in the southern Serbian town of Prokuplje.

The minister stated that the report would be presented to the public as is usually done in such cases, but he did not specify any details about Šešelj's current health condition.

The four-member medical team chosen by the SRS leader, including Milovan Bojić, Zora Naumović, Paja Momčilov and Miodrag Vukčević, arrived in The Hague on Thursday.

Šešelj's health condition aggravated on January 6 when he was transferred from the Hague Tribunal prison unit to hospital. He was fitted with a heart pacemaker on January 12.

Serbia, Italy discuss military cooperation

ROME -- Serbia's and Italy's Defense Ministers Dragan Šutanovac and Giampaolo Di Paola met in Rome to discuss joint participation in EU and UN peacekeeping missions.

The two ministers also talked about and joint appearance of the two countries' defense industry in the markets of Africa, Asia and the Far East.

Šutanovac, who is on a working visit to Rome, told Tanjug that Italy was currently in the process of taking over the command of a large peacekeeping mission in Lebanon, where around 1,000 Italian soldiers were deployed.

"We discussed the possibility of joint involvement in the mission, where the Serbian army currently has six officers. We also want to take part in EU peacekeeping missions, and in Operation Atalanta (in Somalia) where Italy has its ships," he noted.

He added the two countries had a long history of military cooperation.

"We have now laid new foundations for cooperation, primarily in education and training, both of our cadets and officers, and of special forces," Šutanovac said, adding he and his Italian counterpart also talked about cooperation of military institutions and the possibility of marketing joint products in third markets.

According to him, the goal is to market joint products of the Military Technical Institute and its Italian partners in large markets such as Africa, Asia, the Far East and South America.

Di Paola pointed out after the meeting that the two countries had longstanding special relations which will continue to develop and strengthen.

He said educational exchanges of military personnel would continue in the future and added they had discussed the possibility of Serbia taking part in EU or UN operations carried out by Italy.

“We are more then open to working together, once the Serbian government decides to take part,” stressed the Italian minister.

He added that Italy strongly supports Serbia's accession to Euro-Atlantic institutions.

“We are looking forward to it, we strongly believe in this and we will work on it inside the EU and bilaterally,” he pointed out.

Di Paola also stated that Italy strongly supported Serbia's European path and hoped that the candidate status would be granted to Serbia in March, which was Serbia's key foreign policy and defense goal.

Man surrenders after taking hostages in police station

BELGRADE -- A man who entered a police station in a Belgrade municipality armed with a device described as "a bomb" has surrendered to police.

There was some confusion as to the unidentified man's target, since the same building houses the police station and the municipal hall of Čukarica.

The man held three police employees hostage for almost an hour and a half before ten members of the Special Anti-Terrorist Unit (SAJ) entered the building.

According to unofficial information, the man fired a shot from his pistol when he charged into the police station, but nobody was injured.

Belgrade-based Blic newspaper claims on its website that the man was "dissatisfied with the work of the police, who failed to find the thieves who a year ago burglarized his apartment".

The Serbian police (MUP) are yet to issue an official statement about the incident.

Šešelj sues Hague Tribunal and seeks damages

THE HAGUE -- Vojislav Šešelj has filed a request for the Hague Tribunal to pay him damages worth EUR 2mn for violating his basic human right during detention.

The leader of the opposition Serb Radical Party (SRS) has been detained at the Hague Tribunal since he voluntarily traveled there in early 2003. He is accused of committing war crimes, and was put on trial in late 2007.

The court announced that Šešelj was seeking EUR 300,000 because of attempts to impose a defense lawyer on him, and an additional EUR 100,000 because he was denied access to the legal sources that the court council and the prosecution referred to in their decisions and motions.

Šešelj is requesting EUR 100,000 more in damages because the tribunal refused to give him materials "in a language he understands (i.e., Serbian) and printed on paper", and an equal amount for "the many years of violations of his right to legal assistance amounting to EUR 200,000",

The SRS leader believes that he should also be paid EUR 100,000 and EUR 200,000 respectively for being denied communication with his legal advisers, and his family, friends and doctors.

The court's alleged violation of his right to receive finances to fund his defense and its violation of the principle of equality should cost the UN tribunal a further EUR 400,000, while for "purposefully stalling the court process", it should pay the sum of half a million euros in damages, according to Šešelj.

Finally, he is seeking an additional EUR 100,000 for being put on trial for the contempt of court - an offense not found in the ICTY Statute, and with no basis in customary international law.

Meanwhile, Šešelj's health deteriorated and he demanded to be examined by doctors from Serbia. The doctors last week traveled to The Hague, their trip funded by the state, and found that his health had been "seriously jeopardized".

State of emergency in 12 municipalities

BELGRADE -- A state of emergency has been declared in 14 Serbian municipalities due to heavy snowfall, Interior Ministry’s Emergency Situations Sector has confirmed.

Emergency Situations Sector Chief Predrag Marić told B92 that the situation was getting worse in the municipalities of Crna Trava, Ljubovija and Sjenica due to power outages.
 
He added that the situation is critical in mountain areas in the municipalities of Medveđa, Crna Trava and Sjenica where some households are completely snowed in.

Marić stressed that rescue teams had brought necessary medicines to isolated households and evacuated four families from Divčibare.

The municipality of Mali Zvornik has requested help from the Serbian Army (VS) to clear the snow from roads and around homes.

Serb homes robbed, set on fire in Kosovo

GNJILANE -- Two houses owned by Serbis in the village of Cernica near Gnjilane were robbed and set on fire last night, it has been confirmed.

A Kosovo police (KPS) spokesperson told Tanjug news agency that nobody was inside the buildings during the incident.

But Ismet Hasani "could not say what caused the fire", adding that it was promptly put out by firemen.

The spokesperson however noted that KPS units investigated the scene "and opened the case".

Local Serb media in that part of the province are reporting that the homes belonged to Ljubiša Spasić and Stanko Stanojević, who currently live and work in Switzerland along with their families.

Cernica resident Srđan Menković said the homes were first robbed, while the fire "most likely came later and was the work of arsonists".

"Almost everything was taken from the houses, they stole everything. It is getting worse by the day, robberies are ever more frequent, while police either cannot or will not do anything about it," said Milenković.

Some 150 Serb families lived in the village prior to the war in 1999, while only about 30 remain today.

Snow and cold claim lives, two persons missing

BELGRADE -- The search is continuing in two areas of Serbia for people missing in high snow, although the authorities fear they will not be found alive.

Goran Nikolić of MUP's Emergency Situations Sector said that since temperatures dropped to extremely low levels last night, he feared that a 72-year-old missing in Medveđa, southern Serbia, and a 75-year-old from Mt. Suvobor in central Serbia who has not been seen for five days, will not have survived.

In the mountain villages close to the town of Valjevo, western Serbia, three persons were found dead in the snow in the past few days. Snow drifts there reach two meters in height in some places.

A state of emergency is still in effect in 14 municipalities.

Temperatures in central Serbia dropped to minus 21 degrees centigrade during last night.

The extremely cold but clear weather is set to continue for the next ten days.

Severe frost is expected in the coming days as well in central, southern and eastern Serbia, while more snowfall is expected for the next weekend.

Drivers are in the meantime warned that they may expect ice on the roads in the regions of Kruševac, Kraljevo, Kragujevac, and Bajina Bašta.

Del Ponte destroyed evidence, chief prosecutor claims

BELGRADE -- Valuable evidence about removal of organs of Serbs captured in Kosovo was destroyed during Carla Del Ponte’s term, Serge Brammertz’s office says.

She added that there was a lack of political will to fully investigate the “Yellow house” case.

When asked about the fact that she had an insight into the UNMIK confidential report on crimes in the Yellow house back in 2004 but the investigation was suspended, Del Ponte said that the prosecution was not able to continue the probe due to numerous obstacles.

“NATO and UNMIK did not allow us to see important files, while Albania did not let us enter its territory and inspect graves,” she noted.

Del Ponte also stressed that it was a mistake to destroy the evidence found in a location in northern Albania known as the Yellow House.

“That was done without consulting me, even without discussing the issue with me. I was very surprised when I found out from the media that the evidence had been destroyed. But of course that I don’t feel responsible for it because I did not have the authority to conduct the investigation,” the former chief prosecutor pointed out.

Brammertz’s office, however, claims that some pieces of evidence were destroyed in 2005 when Del Ponte was the chief prosecutor, that she knew about it and that the decision was made by then members of the prosecution.

“Prosecutor Brammertz agrees that this was not a good decision. However, we cannot speak publicly about the internal decision making procedure in the prosecution,” Brammertz’s office released.

Serbian War Crimes Prosecutor Vladimir Vukčević said that his office had asked the Hague investigator why the evidence had been destroyed and that they said that “the evidence, along with material evidence from Srebrenica, was destroyed as a part of a regular procedure”.

UNMIK Spokesman Olivier Salgado said that UNMIK had fully cooperated with the Hague Tribunal and submitted all the available evidence and information to the court.

“The Tribunal is free to investigate all the issues it is in charge of. There is no reason to believe that any UNMIK official has obstructed any investigation,” Salgado pointed out.

SNS leader calls for agreement on Kosovo

BELGRADE -- Opposition SNS party leader Tomislav Nikolić says there should be agreement among relevant political factors about the fate of Kosovo.

Should that idea include giving up on some jurisdiction related to Kosovo, a referendum must be called to change the Constitution, he said on Thursday.

As for his party's plan to solve the Kosovo issue, he said it would be revealed "after elections have been scheduled".

The Progressives noted that "creative solutions", such as integrated border control, required a referendum to change the Constitution.

"What is the current government suggesting when they say a sustainable solution must be found, acceptable to both side, what would that solution be, and if we put it forward, would it represent abandoning of the Serbian Constitution?," wondered Nikolić.

Announcements that they would solve the Kosovo problem in a referendum was seen by many as the party's desire not to be carry the responsibility for solving the issue alone.

"On the day the elections have been called, everyone will have to say what their solution for Kosovo is, if they win. That will be a chance both for those in government now and the SNS to present their actions. This only suggests that we are ready to discuss anything with the citizens of Serbia," said Belgrade negotiating team chief Borislav Stefanović.

The current state policy came as a result of consultations with all political parties, the Church and NGOs, he continued.

Stefanović also stated that "the citizens will certainly have their say", although he considers the SNS initiative to call a referendum as yet another instance where the party is "avoiding to reveal its Kosovo policy".

Belgrade authorities want Šešelj dead, Radicals claim

BELGRADE -- The Radicals will not just stand by and watch their leader Vojislav Šešelj being killed, Serb Radical Party (SRS) official Boris Aleksić has stated.

He stressed that the SRS leader’s condition was very serious and that it was getting worse by the day.

According to him, a report made by a team of Serbian doctors, who examined Šešelj in the Hague Tribunal detention unit, will be released next week.

Aleksić has accused the Serbian authorities of providing “unselfish help” to The Hague, British and the U.S. intelligence services in their attempt to “eliminate” Šešelj.

“The regime in Serbia wants Šešelj dead,” the SRS official stressed, adding that the Serbian authorities had failed to keep their promise that the Serbian medical team would have all the necessary medical equipment at their disposal.

He also added that the SRS had refused to be examined by a Russian cardiologist since he had been designated by the Hague Tribunal Secretariat.

Aleksić noted that the Hague Tribunal would have to pay compensation to Šešelj for violating his procedural rights.

Letter on organs trade evidence sent to intl. officials

BELGRADE -- Rasim Ljajić has sent a letter to several top international officials regarding reports that evidence was destroyed in the Kosovo organ trafficking case.

Ljajić, a Serbian cabinet minister and president of the National Council for Cooperation with the Hague Tribunal (ICTY), sent the letter to UN Secretary General Ban Ki-moon, Chief Hague Prosecutor Serge Brammertz, and ICTY President Judge Theodor Meron.

In it, he requested an investigation into the circumstances under which evidence on Kosovo human organ trafficking was destroyed in 2005 by the Hague Tribunal.

Ljajić sent the letter on Friday of last week, but is yet to receive any reply.

His request came after a public disagreement between former Chief Hague Prosecutor Carla Del Ponte and currents heads of the tribunal, in which they blamed one another for the destruction of evidence.

“We knew about destruction of evidence in 2005, but now the guilt is being shifted within the very tribunal, and we are asking what actually happened and why the evidence was destroyed,” Ljajic told Tanjug.

According to him, it is feared that the entire human organ probe will be removed from public view due to political obstructions.

An investigation into the case is currently being carried out by the EU mission in Kosovo, EULEX, while Serbia's initiative for a probe to be launched under the auspices of the UN has not yet been accepted.

The case concerns allegations that ethnic Albanian KLA in 1999 and 2000 kidnapped Serb and other civilians in the province, illegally imprisoned them in northern Albania, and harvested their body parts to be sold in the black market.

Serbian crime boss arrested in Spain

BELGRADE -- Spanish police have confirmed the identity of Luka Bojović, Vladimir Milisavljević aka Vlada Budala, Siniša Petrić and Vladimir Mijanović, B92 has learnt.

Serbian Police Director Milorad Veljović said earlier on Friday that the Spanish police were working on determining the identity of the arrested men.

“Later during the day, we will exchange the copies of papillary lines, photos and other things so as to confirm their identity,” Veljović told Tanjug.

Bojović is charged with several murders and attempted murders.

The Interior Ministry told Tanjug on Thursday that a person who fits the description of Bojović had been arrested in Spain in a joint operation by the criminal police of Serbia and Spain, but that his identity had not been officially confirmed.

The two countries' police are exchanging relevant information.

Serbian Interior Minister Ivica Dačić stated late Thursday that the Spanish police had informed his ministry earlier that day that four Serbian citizens were arrested in Valencia on Thursday afternoon.

“That is all we can say at this point, since identity check is underway. It is yet to be determined whether Bojović is among them,” Dacic said.

Justice Ministry State Secretary Slobodan Homen told Tanjug late Thursday that the Ministry has received unofficial information that a person who might be Bojović was arrested in Spain.

“In case his identity is confirmed, i.e. that the arrested person is Bojović, the ministry will request an expedited procedure for his extradition to Serbia,” Homen stressed.

He stated that Serbia and Spain were signatories of the Council of Europe's Convention of Extradition.

"There should be no problems with the extradition procedure, but the final decision will be on Spain's judicial authorities," Homen said.

Bojović was tried in absentia before the Special Court in Belgrade for attempted murder of Andrija Drašković and Zoran Nedović in 2004 and for the murder of their two bodyguards.

President Tadić in two-day visit to Brussels

BELGRADE -- Serbian President Boris Tadić will be paying a visit to Brussels on Monday and Tuesday for meetings with EU officials, it has been reported in Belgrade.

EU foreign ministers are to gather today within the External Relations Council in Brussels.

Since EU enlargement issues are not formally external issues, "the ministers will only state their opinion on Serbia and Kosovo, after hearing the report on the work of EULEX mission and the recently closed round of the Belgrade-Priština talks", Tanjug news agency is reporting.

It also said that "it was expected that, during his stay in Brussels, Tadić will confer with EU High Representative for Foreign Affairs and Security Policy Catherine Ashton and President of the European Council Van Rompuy".

On Tuesday, February 28, the EU foreign ministers will meet as the General Affairs Council, when they will formally decide on granting Serbia the status of candidate for EU membeship.

Interior Minister Ivica Dačić and Foreign Minister Vuk Jeremić are also in Brussels Monday, as well as Minister of Agriculture Dušan Petrović, who will meet with European Commissioner for Internal Market and Services Michel Barnier.

"Agreement reached on EU candidate status"

BRUSSELS -- French Foreign Minister Allan Juppe has been reported as saying that EU foreign ministers today "reached an agreement to grant Serbia EU candidate status".

Juppe was speaking in Brussels on Monday.

The agreement was reached on Monday, and today there were finally no objections, Juppe told reporters during a break at the meeting of EU foreign ministers, AFP reported.

The formal decision will be adopted on Tuesday and it needs to be confirmed during the EU summit which would be held on March 1 and 2.

"The conditions have been met and that will be encouragement for Belgrade to make progress in the process of EU integration, as well as for Kosovo, which also made progress," Juppe was quoted as saying.

"There must be patience, as some colleagues are saying, because the candidate status does not equal EU membership," the French official stated.

However, Tanjug news agency is quoting its unnamed sources in Brussels, who said that Germany and the Netherlands are still without a stand on Serbia's EU candidate bid.

Other diplomatic sources have confirmed that there was no full agreement among the ministers today on the issue, since some countries, like Holland, are waiting for Germany's clear stances.

Others, like Romania and Lithuania, are still against making Serbia a candidate - the former because of alleged discrimination of the Vlach minority, while the latter wishes to see its foreign minister become the next president of the UN General Assembly - a position for which a Serbian candidate is running as well.

Anniversary of Đinđić assassination marked in Serbia

BELGRADE -- Today marks nine years since the leader of the Democratic Party (DS) and Serbia's first democratically elected premier, Zoran Đinđić, was assassinated.

Representatives of his party, members of its presidency and ministers, as well as citizens, visited his grave in Belgrade's New Cemetery.

Members of the Democratic Party (DS) Presidency led by Serbian President Boris Tadić and Đinđić's widow Ružica Đinđić, laid wreaths and paid their respects at Đinđić's grave at the New Cemetery in Belgrade.

DS vice presidents Dragan Đilas, Bojan Pajtić, Dušan Petrović and Jelena Trivan, as well as ministers from the government and several hundred members of the DS and citizens paid their respects to the former prime minister.

Ministers from Đinđić's government Aleksandar Vlahović, Slobodan Milosavljević, Gašo Knežević and former PM Zoran Živković visited the grave earlier in the day.

In the afternoon in the Yugoslav Drama Theater, young participants took part in a debate competition organized in Đinđić's honor, that was judged by President Boris Tadić and Đinđić's widow Ružica Đinđić, who heads a foundation named after the former prime minister. The DS Youth also organized a walk in his honor.

Đinđić, who came to power in January 2001 after the fall of the regime of Slobodan Milošević several months earlier, was shot and killed from a sniper rifle on March 12, 2003, in the yard of the government HQ in Belgrade.

He was one of the founders of the Democratic Party (DS), and was at its helm from 1994 until his death.

In 1997, he was elected the first non-communist mayor of Belgrade since 1945, on a ticket of an opposition coalition. His resignation was demanded after seven months by his coalition partner, the Serbian Renewal Movement (SPO).

Đinđić was a veteran of the Serbian opposition to Milošević and one of the most prominent leaders of a broad coalition dubbed the Democratic Opposition of Serbia ( DOS), which went to elections in September 2000 to win both on the federal and republic levels.

Former commander of the Special Operations Unit (JSO) Milorad Ulemek aka Legija was put on trial and found guilty as the organizer of a group that conspired to kill Đinđić. Zvezdan Jovanović, in active service in the unit at the time of the assassination, was found guilty of firing the shots that killed the prime minister. Both are currently serving their 40-year prison sentences.

The members of the unit - set up in the 1990s by the state security (DB) - were found to have conspired to commit the murder with members of the Zemun Clan organized crime gang.

"Political background unsolved"

Journalist Vojislav Tufegdžić said on Monday that since the end of the trial for Đinđić's assassins, "nothing has been done to shed further light on his murder".

"Everything that has been said about the background of the murder in all these years received no backing in some evidence, or facts," he noted.

According to Tufegdžić, it is good that an indictment was recently raised against several members of the now disbanded JSO for their participation in a protest organized in late 2001 - and that the incident will go to court and is treated as armed mutiny.

"In hindsight, the mutiny clearly had some strong political background, considering that it (the unit) was at the time an armed force that could not be, or would not be, stood up to, because of its strength, real or imagined. In any case, there are many converging points with politics - I am not saying, direct involvement, but converging points with politics and politicians did exists," said this journalist, and added that it remains to be determined during the court proceedings whether this convergence happened "before or after the mutiny".

Serbian Minister of Infrastructure Milutin Mrkonjić laid a wreath on behalf of the Socialist Party of Serbia, saying that he was not visiting Milošević's grave as minister, but as vice president of the Socialists.

Mrkonjić told reporters that Milošević's family should be allowed to return to the country - and that he hoped "one of the future governments would do that".

Asked whether this issue was discussed with the coalition partners of the SPS he said: "We discuss every day. Simply, the appraisal is that the time is not right for them to return."

Vice president of Serbian Radical Party Dragan Todorović, Movement of Socialists president Aleksandar Vulin, Sloboda Association chief Uroš Šuvaković, Socialist city officials and citizens paid their tributes to the former president.

Citizens who visited Milošević's grave found two wreaths on it, one with from Milošević's wife Mirjana Marković, daughter Marija, and son Marko, and another with the name of his daughter-in-law Milica Gajić and grandson Marko.

Milošević died of a heart attack in his cell in the Hague Tribunal on March 11, in the middle of his trial for war crimes and crimes against humanity in Kosovo and Croatia, and genocide in Bosnia-Herzegovina.

Socialists in old coalition, list headed by Dačić

BELGRADE -- The Socialists (SPS) and their coalition partners will once again team up for the upcoming elections, Beta news agency has learned.

The SPS, the United Pensioners (PUPS) and United Serbia (JS) forged their alliance ahead of the 2008 parliamentary elections, and will renew it by signing a coalition agreement, said reports.

According to this agreement, Rasim Ljajić's SDPS will join the coalition in Vojvodina, for the provincial level elections.

On Sunday, United Serbia leader Dragan Marković said that his party would run in the elections, expected to take place in late April or early May, in a coalition with the Socialist party of Serbia (SPS) and the Party of United Pensioners of Serbia (PUPS), and that SPS leader Ivica Dačić would head the list.

“The coalition between SPS, PUPS, JS is a victorious one, as shown by results at all early elections that we have had and this means that people have judged us by the things that we do,” he added.

The JS leader said that he would run as an MP candidate and once again, for the third time in total, for the mayor of Jagodina.

Marković also said that the JS supported the idea to call provincial elections in Kosovo because Kosovo was an integral part of Serbia under the Constitution of the Republic of Serbia.

Marković said that the new government could not possibly be made without the JS and the SPS-PUPS-JS coalition and that the coalition would “form a government with a coalition or a party that accepts the political goals of this coalition.”

Šešelj’s closing argument scheduled for March 14

THE HAGUE -- The Hague Tribunal scheduled Vojislav Šešelj’s closing argument for March 14 and 15.

The Serb Radical Party (SRS), however, claims that his health condition is getting worse.

Šešelj was supposed to give his closing argument on Monday and Tuesday but it was postponed due to a surgery he underwent on Friday.

The Prosecution presented its closing argument on March 5-7.

Hague Tribunal Spokeswoman Nerma Jelačić said that the defendant had been transferred to hospital from his prison cell but could not state any details about his condition.

The SRS believes that Šešelj will not be in a condition to give his closing argument on Wednesday bearing in mind that his condition is deteriorating.

The Radicals said on Saturday that their leader underwent surgery to replace a faulty defibrillator he had been fitted with.

SRS leader’s legal team member Dejan Mirović said that the Hague Tribunal was obligated to inform Šešelj’s legal team about his condition but that it failed to do so.

Šešelj begins his closing argument

THE HAGUE -- Serb Radical Party (SRS) leader Vojislav Šešelj said at the beginning of his closing argument that the Hague Tribunal did not act in the interest of justice.

According to him, the court is “performing a dirty task” of the Western intelligence services which issued orders.

“The court is not legal and regular because it was formed by an incompetent body – the UN Security Council. It was not formed to bring justice but to be the UN Security Council’s tool that establishes and preserves peace,” he stressed.

“We cannot talk about justice here. This court is a political instrument, even a military instrument… This court substitutes the U.S. cavalry or the U.S. Sixth Fleet,” Šešelj stressed.

He called the Belgrade authorities “a traitorous, quisling regime” and said that the indictment against him was aimed at removing him from the Serbian political scene and destroying his party.

In order to prove his allegations, the SRS leader once again quoted former Hague Tribunal Chief Prosecutor Carla Del Ponte who said in her book that then Serbian Prime Minister Zoran Đinđić told her: “Take Šešelj and don’t bring him back”.

He stressed that he was “very satisfied with what he has achieved” during the trial and added that the most important thing was that the trial transcripts would remain and that “it was worth living because of this”.

Šešelj repeated that “he is not interested in the verdict”.

“People will most likely laugh at your verdict. There is no evidence against me,” he told the judges.

Commenting on the trial, the SRS leader said he “has been fighting for four years” for the right to represent himself, adding that he had to “risk his life in order to fight for his rights” when he went on hunger strike in 2006.

“Not even (Hermann) Goering and (Rudolf) Hess had such problems… The Tribunal is even worse than the Nuremberg court,” he said, claiming that the U.S. and Great Britain should have been put on trial in Nuremberg for bombing Germany and Japan.

According to him, in order to “correct the mistake” the Hague Tribunal “indicted 80 percent of Serbs and 20 percent of others”.

Šešelj is charged with crimes against Croats and Muslims in Croatia, Vojvodina and Bosnia-Herzegovina in 1991-1993. He is accused of crimes against humanity, political, racial and religious persecution on non-Serbs, deportation and forced removal and violation of laws and customs of war – torture, killing, cruel treatment and rampant destruction and robbery of villages, sacred places and privately- and state-owned property.

The trial began in November 2007 and the prosecution called for a sentence of 28 years in prison in its closing argument last week.

Šešelj has been in the Hague Tribunal detention since February 24, 2003 when he voluntarily surrendered.

He was in the meantime twice found guilty of contempt of court and sentenced to 15 and 18 months in prison.

The Tribunal charged him with contempt of court for the third time after he refused to remove information about the identity of protected witnesses from his website.

Hague Tribunal Spokeswoman Nerma Jelačić said late Tuesday that Šešelj had returned from the hospital where he was transferred earlier in the day.

The Serb Radical Party (SRS) said late Tuesday that Šešelj was again sent to the hospital when his condition took a sudden turn for the worse.

He underwent the second surgery last Friday to repair the faulty defibrillator he had been fitted with in early January.

Tadić "to assess risk" of early presidential vote

BELGRADE -- Democratic Party (DS) official Dušan Petrović says President Boris Tadić will based on risk assessment decide whether early presidential election will be held.

“It is necessary to pay attention to the stability of institutions, this is why our system does not envisage holding of all elections at the same time and it is being carefully analyzed whether there are risks to hold the presidential elections together with the parliamentary ones,” he told B92.

According to him, important decisions cannot be made at the time when the elections are held.

“The president will make a decision whether there would risks if he was not in office for 45 days and if Slavica Đukić-Dejanović, as the Serbian parliament speaker, took over the president’s duties, and if the presidential elections would be held at the same time as the parliamentary ones,” Petrović pointed out.

The parliament speaker, who will call the presidential elections, said that the elections would be called once Tadić had decided.

“The presidential elections will be held, but it depends on President Tadić whether they will be held in the end of the year, a little sooner or the same day as the parliamentary elections and he will decide whether we will have the elections sooner or whether he will have a full mandate,” Đukić-Dejanović stressed.

She added that the Socialist Party of Serbia (SPS) candidate for president was SPS leader Ivica Dačić.

“The SPS will take part in all the elections, if there should be presidential elections our candidate will be Dačić, because he as an interior minister and deputy prime minister has personal popularity, he has improved police’s reputation and citizens like him,” she explained.

The speaker noted that Dačić would be Socialists’ candidate for prime minister if presidential elections were not held.

Serbian Progressive Party (SNS) leader Tomislav Nikolić said that Tadić “if he is an honorable man, should resign as Serbian president and call the presidential elections”.

“He is giving himself another ten days for the campaign and then he will resign and call the elections,” he said.

Local elections "not KFOR's concern"

BELGRADE -- KFOR Commander Erhard Drews has stated that the NATO mission in Kosovo was not interested in local elections, as this is not an issue of its concern.

“KFOR must guarantee freedom of movement and security to all citizens, as well as help normal functioning of all legal crossings,” Drews told Belgrade-based daily Blic.

He underlined that the freedom of movement in northern Kosovo was improving but that KFOR could not be satisfied until full freedom of movement was secured to all people in the north.

Commenting on the removal of barricades near the Jarinje and Brnjak administrative crossings, Drews said that it was always good to remove barricades as they affected human lives.

He added that there was a number of illegal crossings that KFOR knew about and therefore searched vehicles in order to prevent smuggling, while loaded trucks were redirected towards official crossings.

Region's air carriers advised to unite

BELGRADE -- In order to survive in the market, national carriers in the former Yugoslavia countries will need to unite into a single airline, says Ulrich Schulte Strathaus.

The secretary general of the Association of European Airlines (AEA) noted that "the once single Yugoslav market is now fragmented, and a regional solution is necessary".

The region needs an airline that would cover local needs and connect with global hubs, Strathaus said.

He was referring to Slovenian Adria Airways, Croatia Airlines, Serbia'a Jat Airways and Montenegro Airlines.

Strathaus believes that certain markets in the former Yugoslavia are too small to have their own national carrier.

He noted that Serbia cannot find an investor for Jat, Croatia Airlines and Montenegro Airlines are operating with mounting problems and that BH (Bosnia) Airlines will go bankrupt when Turkish Airlines ceases financing it.

In the EU, there are too many registered airlines - more than 500, he said.

The Association of European Airlines has 34 members, mostly national carriers.

Former minister, now MP, "under investigation"

BELGRADE -- PM Ivica Dačić on Tuesday confirmed that an investigation into the dealings of Oliver Dulić and a company "from the dubious privatizations list" was ongoing.

The premier, who also serves as interior minister, declined to present any other details of the case.

When asked by reporters whether the Slovenian prosecution was involved, Dačić responded by saying that "the process in ongoing and information is being sought from Slovenia concerning one company in that country".

"As part of the investigations that are being conducted, there is, among others, one that is being dealt with by the working groups formed within the police and the prosecution. I cannot speak about what they are investigating, but in any case it is one of the companies that are on the famous lists of dubious privatizations," he further noted.

Oliver Dulić served as minister of environment, spatial planning and mining in the previous government.

He is a high-ranking official of the now opposition Democratic Party (DS), and currently a member of the Serbian parliament.

"No idea what this is about"
Reacting to Dačić's statement, Dulić on Tuesday told reporters that he "had no idea what this was about", and that he "did not know what he had to do with some Slovenia and some company".

He also noted that he would not invoke his parliamentary immunity.

"I am happy that the state organs have at last taken on their part of the job when it comes to a synchronized manhunt being conducted against me for some weeks now, and I'm glad that all the allegations concerning my work will be examined where they belong," Dulić told B92, and added:

"I will with pleasure answer any questions of the state organs when they invite me. I am calling on the interior minister to inform the public of the course of this investigation and its conclusion with equal speed and efficiency, because I am certain that the conclusion will be to the misery of all those who are attempting to place the previous government in prison, and that finally it will be confirmed that we worked honorably, honestly, and in line with the law."

Nikolic: Llegar a un acuerdo, pero no cumplir todos los deseos de los albaneses

El presidente de Serbia, Tomislav Nikolic, declaró en Nueva York, que es obligación de Serbia aplicar lo acordado en el diálogo con Pristina, pero que ello no significa cumplir todos los deseos de la parte albanesa, siendo que la parte ni siquiera exige lo concertado con la Resolución 1244. Nikolic destacó que ya no podrá ocurrir que un hombre o un partido negocien sobre Kosovo y Metohia en nombre de Serbia, sino que el diálogo entre Belgrado y Pristina tiene que elevarse a un nivel más alto, es decir, que el Gobierno y el presidente de Serbia sean responsables de todo lo que se logre en las negociaciones. Nikolic advirtió que Serbia tiene ahora restringido el margen de maniobra para discutir sobre la solución del problema de Kosovo y Metohia.

Kosovska Mitrovica municipal building stoned

KOSOVSKA MITROVICA -- Unknown persons during the night attacked with stones the building housing the municipal administration of northern Kosovska Mitorovica.

A window was broken as a consequence, while no injuries have been reported, Kosovo police, KPS, official Ergin Medić told reporters.

The incident represents the latest in a series of attacks against the building, that have been taking place over the past several months.

The building is located on the road leading toward the ethnically mixed village of Suvi Do in northern Kosovska Mitrovica.

No perpetrators were identified after any of the previous incidents.

The northern Kosovska Mitorovica municipality functions within the system of the Serbian government.

Office for Kosovo wants attackers punished

The Serbian government Office for Kosovo on Wednesday strongly condemned another stoning of the Kosovska Mitrovica municipal assembly building, asking that the perpetrators be found and punished.

This is yet another in a series of attacks on the municipal building and the attackers have not been found, the Office said in a release.

The Office demands that the perpetrators be found and punished and their names released to the public, in order to stop the practice of only verbally condemning the incidents, says the release.

The latest stoning is obviously a consequence of Priština's policy of raising tensions every time Priština and Belgrade come a step closer to renewing their dialogue, according to the release.

The Office for Kosovo reiterated that Serbia was committed to peace and dialogue, and that all obstacles "lie on the side of those who persist in violence being accepted as the natural way of life in Kosovo."

VICTIMS OF FASCISM COMMEMORATED IN JAJINCI

Commemoration ceremony for the camp inmates executed in the period from 1941 to the liberation of Belgrade in October 1944 was held in the Memorial Park "Jajinci" near Belgrade. With the highest state and military honours, at the former place of execution, where for three years of war, more than 60,000 people, mostly Serbs, Roma and Jews were killed in different ways, wreaths were laid by the Serbian President Tomislav Nikolic, representatives of the diplomatic corps, the city of Belgrade and the Municipality of Vozdovac , the concentration camps survivors and their descendants, representatives of associations of Roma and Jews and veterans' organizations.

Commemoration ceremony for the Victims of Fascism, shot in Jajinci, was attended by the President of the National Assembly of Serbia Nebojsa Stefanovic, ministers in the Serbian Government, the Serbian Armed Forces Chief of General Staff Lieutenant General Ljubisa Dikovic, church dignitaries and descendants of camp inmates and numerous citizens.

Addressing the gathering, Serbian President Tomislav Nikolic said, among other things, that on this day in 1944, the decision of the German occupation authorities in Belgrade was made to dismantle Banjica camp, which stopped heinous crimes against innocent people in Belgrade camps.

At this place of the Serbian tragedy at the place of execution in Jajinci the greatest number of people killed all over the Nazi-occupied Serbia. We will forever remember the victims of the occupation of Serbia and Belgrade. More than 60, more than 80 thousand people, were shot to death there; it is hard when you cannot count how much you have lost, the Serbian President said, recalling that the victims of crime in Jajinci were patriots of all nationalities, mostly Serbs, Jews and Roma.

Suffering of the innocent citizens of Serbia, whether they belonged to the liberation movement or not, oblige us to never forget that hatred and evil and violence resulting from them are the works that must not be repeated. We must not allow to forget the victims of crimes and, for the life of man, his physical and mental integrity, is his inalienable right. The commemoration of the victims is not only respect for the past, it is our obligation to the future. Remembering the victims we have to find the strength to forgive and pray for forgiveness for those to whom some of us are guilty. Only then can we move on, just such an act puts us among democratic and civilized nations where the intrinsic values are founded deep in the hearts and define their behavior, President Nikolic said and added:

Serbia is a democratic country, committed to fostering history, tradition and legacy left to us by our glorious ancestors, but it is also oriented to the future, reconciliation, the strengthening of co-existence with all nations, with those from whom we have suffered and those who died from individuals among our people. The criminals must be held accountable, no matter what nationality they are. Serbia expects that others also think this way; we do not accept any longer to be treated as people who do not deserve their freedom in their own country. We fulfill all obligations but we are looking to others to fulfill their obligations towards us. No war, violence, crime of any kind did not made good, either to criminal or victim. So the place of execution in Jajinci should always be remembered. Never again there must not happen anything like that again. There is no excuse for the crime, there is no justification for the aggression, every problem can and must be solved by compromise and talks. Violence breeds violence, and it's a vicious circle, full of bitterness and evil. That is why we want reconciliation, stability and a better life for all citizens of Serbia, the region and the world. We can do it, we sincerely wish that the crimes never happen again, and to educate our offspring value and to provide peace and acceptance of others, regardless of their religious, ethnic, gender, cultural and other differences. At the place of the largest tomb in the place of execution, there is a white dove by sculptor Vojin Stojic; it is a monument that sends the right message from this tragic place, one of those by which Serbia is recognized. We suffered the most, and we offer the hand of reconciliation, unity and love among people. Let us worship the spirits of those who thought of us, and not of themselves. It is time that some of us stop to think only of themselves and begin to think of others, so that Serbia, our mother, could once again be proud of her children, President Tomislav Nikolic said at the commemoration ceremony for the victims of fascist crimes in Jajinci.

The gathering was also addressed by the camp survivor Dusica Milacic, retired teacher from Jagodina, who was born in the camp in Banjica, on 21 May 1942. By its harrowing testimony Dušica Milacic, among other things, thanked to her rescuers, all the people who have devoted their lives to freedom and life in freedom.

In the valley of Lipovica stream in Jajinci, the place of the military training ground before the Second World War, from 1941 to 1944, the German occupiers shot from 60,000 to 80,000 people, the highest number in one place in Serbia..

Many of them were detained at Banjica camp. On the occasion of marking the 20th anniversary of the liberation of the Serbian capital, a great memorial park with a monument was erected at the largest tomb on the site of execution. At the top of the monument there is a white dove as a symbol of peace. Today, the former shooting range was renovated in a Memorial Park visited by both domestic and foreign visitors.

The commemorative ceremony in Jajinci was finished by stage recital choreographed by Jovan Ristic, with the famous champions of the Belgrade Theatre who took part in it.

Serbia Arrests Kosovo Serb Over Attacks on KFOR

A court in central Serbian town of Kraljevo has ordered Slavoljub Jovic into 30 days of custody on Wednesday on suspicion of having tried to kill members of the Kosovo protection force, KFOR, in the village of Rudare in Serb-run northern Kosovo.

The clashes erupted on the Mitrovica-Zvecan highway on June 1, close to the Rudare border crossing during the peacekeepers operation to remove roadblocks.

A Kosovo TV station, Most, reported that at least three Kosovo Serbs were also injured in the same incident from rubber bullets fired by KFOR soldiers.

Serbia's Public Prosecutor's Office on Wednesday said that after a hearing before an investigative judge, during which Jovic remained silent, the judge decided that an investigation should be launched against him.

Jovic is charged with multiple shootings at KFOR members, which left two injured and put others at risk. He is also charged with attempted murder and illegal possession of weapons and explosives.

Northern Kosovo, which borders Serbia, has long been prone to violence. Its population, almost entirely comprised of Serbs, does not recognise Kosovo's independence or the ethnic Albanian-led government in Pristina.

The region is under the de-facto control of so-called parallel institutions funded by Belgrade, which include town councils, health authorities, post offices and schools.

Since July 25 , 2011, local Serbs have erected dozens of barricades, blocking roads in reaction to a government police operation aimed at seizing border crossings with Serbia.

Obligado a reconocer la inocencia de Milosevic

Diez años después de que Slobodan Milosevic, ex presidente de la desaparecida Yugoslavia,  muriera en extrañas circunstancias,  el Tribunal Penal Internacional ha exonerado al  político serbio de la responsabilidad en supuestos crímenes de guerra cometidos en Bosnia entre los años 1992-1995.

En un fallo extraordinariamente revelador, pero que los medios de comunicación occidentales han procurado mantener discretamente silenciado, la Sala de Primera Instancia del Tribunal de La Haya que condenó a Radovan Karadzic llegó en su sentencia a la conclusión, unánime, de que Slobodan Milosevic no había formado parte  en una “empresa criminal conjunta” para “limpiar étnicamente” a Bosnia  de musulmanes y croatas.

La sentencia establece que las comunicaciones interceptadas entre Milosevic y Radovan Karadzic ponen en evidencia  que el primero había calificado  como ‘un acto ilegítimo en respuesta a otro acto ilegítimo” el intento de la asamblea serbobosnia de expulsar a los musulmanes y croatas del territorio bosnio.

Asimismo, los jueces del Tribunal Internacional también encontraron pruebas irrefutables de que “Slobodan Milosevic había expresado sus reservas acerca de que una Asamblea serbobosnia pudiera excluir a los musulmanes  de Yugoslavia”.

La sentencia dice, igualmente, que en  el curso de  reuniones celebradas con  serbios y  funcionarios serbios-bosnios , “Slobodan Milosevic había afirmado que  los miembros de otras naciones y grupos étnicos debían de ser protegidos,  y que en el interés nacional de los serbios no debe figurar la discriminación en contra de otras etnias” En aquella ocasión “Milosevic declaró, además, que el crimen de los grupos étnicos debía ser combatido con energía.”

Un vilipendio generalizado

Slobodan Milosevic fue vilipendiado de manera sistemática  por toda la prensa occidental y por los políticos  de los países de la OTAN. Los medios de comunicacion de la época lo calificaron como el “carnicero de los Balcanes “, y lo compararon con Hitler. Fue acusado igualmente de   “genocida” y de ser  “un monstruo sediento de sangre”, según rezaban los titulares de los grandes rotativos europeos y estadounidenses  de entonces. Con la utilización de ese cliché falsificado se trató de justificar no sólo las sanciones económicas contra Serbia, sino también los bombardeos de la OTAN en 1999 sobre Serbia , así como la encarnizada guerra de Kosovo.

El político serbio pasó los últimos cinco años de su vida en prisión, defendiendo  tanto a su país como a sí mismo de las horrendos cargos de los crímenes cometidos durante una guerra  que ahora el Tribunal Internacional  ha reconocido que Slobodan Milosevic trató siempre de  detener.

No obstante, en su última sentencia el Tribunal Internacional de La Haya no hizo nada para que  fuera pública explicitamente conocido que en ella quedaba limpio el nombre de Milosevic de los crímenes de los que se le acusaba. Sigilosamente, los jueces enterraron entre más de 2.590 páginas  su inocencia, a sabiendas de que la mayoría de la gente nunca se iba a molestar en leer entero  tan profuso veredicto. Pero afortunadamente no ha sucedido asi.

¿Un crimen encubierto?

En estas circunstancias, vale la pena recordar que Slobodan Milosevic murió en todavía  inaclaradas circunstancias. Formalmente, su muerte  se debió a un  ataque al corazón. Este se  produjo apenas dos semanas después de que el Tribunal Interlacional rechazara su solicitud para someterse a una cirugía de corazón en Rusia. Fue encontrado muerto en su celda,  72 horas después de que su abogado enviara una carta al Ministerio de Asuntos Exteriores de Rusia, en la que denunciaba que  Milosevic estaba siendo deliberadamente envenenado.

En un informe oficial del Tribunal de La Haya acerca de la investigación realizada sobre su muerte, se confirmó que se había encontrado rifampicina  en   un análisis de sangre realizado postmorten.

La presencia de rifamicina – un medicamento que nunca le había sido prescrito por sus médicos – en la sangre de Milosevic, había estado contrarrestando los efectos del  farmaco que estaba tomando contra la presión alta, hecho que  multiplicó las posibilidades de que sufriera un infarto, que finalmente terminaria siendo la causa de su muerte.

Todas estas circunstancias dieron lugar a la fundada sospecha  de que  poderosos intereses geopolíticos preferían un Milosevic muerto, antes de que finalizara el juicio, a ver cómo el Tribunal Internacional terminaba absolviéndolo por falta de pruebas. Un gran número de cables  del Departamento de Estado de Estados Unidos, filtrados por Wikileaks, confirmaron que el Tribunal estuvo discutiendo sobre la condición médica de Milosevic, así como sobre los registros médicos realizados por personal de la Embajada de Estados Unidos en La Haya, sin que para ello contaran con el consentimiento de los jueces. Todos  hechos ponen en tela de juicio que la muerte de Milosevic se debiera simplemente a “causas naturales”, tal y como pretendieron presentarla los medios occidentales.

Fue una buena noticia la de Slobodan Milosevic, pero ojo, la intencion del TPIY no es rehabilitar a los sebios ni nada de eso. Simplemente, vayeron en su propia contradicción.

A saber lo que diran ahora todos aquellos hijos de la grandisima puta que le estuvieron acusando injustamente.

Los familiares al menos deberian exigir una compensacion y una disculpa publica. Al menos eso seria lo minimo.

Y luego exigir una investigacion sobre su "muerte natural".

Rusia, Serbia y Bielorrusia tendrán ejercicios conjuntos el 3 de noviembre.

El ejercicio "hermandad eslava 2016" internacional, dedicada a las operaciones de lucha contra el terrorismo, con la participación de las tropas serbias, rusas y bielorrusas comenzará en Serbia el jueves 3 de noviembre, dijo el martes el Ministerio de Defensa de Serbia.

Serbia adquirirá nueve helicópteros H145M de Airbus.

La República de Serbia adquirirá nueve helicópteros H145M de Airbus. El contrato para la adquisición, servicios asociados y la cooperación industrial relacionado fue firmado en Belgrado entre Airbus, el Ministerio de Defensa y el Ministerio del Interior de la República de Serbia el 28 de diciembre de 2016.

Con esta adquisición, la Fuerza Aérea y la Policía de Serbia, se beneficiarán de las capacidades ofrecidas por los últimos helicópteros generación, que se encargarán de transporte, búsqueda y rescate, combate, evacuación médica, vigilancia y misiones de seguridad.

Además de la adquisición de helicópteros y la solución de soporte que incluye repuestos, herramientas y documentación, el contrato también incluye la transferencia de tecnología para los trabajos de mantenimiento y reparación de los helicópteros adquiridos.

En paralelo, la planta aeronáutica de Serbia "Moma Stanojlovic" cerca de Belgrado será certificado como un centro de mantenimiento para helicópteros Gazelle de Airbus y se integra en la red de mantenimiento de Airbus helicópteros.

Por otra parte, las plantas de fabricación de Serbia e instituciones de investigación recibirán apoyo con el fin de obtener las calificaciones y certificaciones pertinentes que les permitan formar parte de la cadena de suministro de Airbus.

MOSCÚ (Sputnik) — Serbia presentó un misil comparable con el chino WS-2 y se impuso como el principal fabricante de armas en el sudeste de Europa, aseguró el observador de temas militares del periódico Politika de Belgrado, Miroslav Lazanski, al referirse a la feria de armamento Idex 2017 celebrada en Abu Dhabi.

"Si a alguien le viene a la cabeza la idea loca de ceder su espacio aéreo a otro Estado para que ataque a Serbia, tenemos un cohete capaz de destruir ciudades de importancia estratégica para la región", dijo a Sputnik aludiendo el comportamiento de Bulgaria en 1999.

También señaló que Serbia puede ofrecer a clientes extranjeros un amplio surtido de productos, desde pistolas y pertrechos y hasta drones, vehículos blindados y piezas de artillería.

"Se trata de un 'come back' del complejo militar-industrial serbio después de 1999, después de todo aquello que hizo la OTAN al bombardear a Yugoslavia", declaró.

Dijo que en la feria atrajo mucha atención Sumadija, cohete de clase tierra-tierra, capaz de destruir blancos en un radio de hasta 300 kilómetros.
"Es lo que le faltaba a Serbia para prevenir una eventual participación de Estados regionales en una agresión contra nuestro país", subrayó y al mismo tiempo dijo que nadie quiere que estalle tal conflicto.

El Sumadija fue desarrollado por las compañías serbias Yugoimport SDPR (de Estado) y Edepro (privada), tiene un radio de acción de 70 a 300 kilómetros, puede funcionar en un intervalo de temperaturas desde —30º hasta +50º Celsius y puede llevar una ojiva de fragmentación o termobárica, el tiempo de preparación para el lanzamiento es de 12 minutos.

Por sus características es comparable con el misil chino WS-2, señaló Lazanski agregando que "ni siquiera una Yugoslavia "grande" fabricaba tales cohetes.

During the 2004 Zhuhai Air Show, SCAIC revealed its latest WS-2 multiple launch rocket system.
The weapon is fitted with 6 box-shape launchers and fires 400mm rockets to a maximum range of 200 km, however some sources claim that it might be up to 350 km.
 This enables the PLA to strike the west coast of Taiwan, including the capital Taipei. It is speculated that WS-2 is going to be a cheaper alternative to the expensive short range ballistic missiles in Chinese inventory.
The WS-2 is fitted with a simple cascade inertial terminal guidance to compensate for the degraded accuracy caused by the long distance flight of the rocket.
In 2008, it was revealed that sub-munitions are developed for WS-2, including a specialized anti-radar version, which is a rocket containing three UAVs.
Once the rocket is fired to the target area, the UAVs are released the same way like other sub-munitions.
The seekers would seek out target radar signals as UAVs began to cruise, and once locked on to the radar, UAV would home in and attack.
Some domestic Chinese military enthusiasts have claimed such technology was based on the principle of Israeli Harpy anti-radar UAVs, but this could not be confirmed by independent sources outside China.

A WS-1E and WS-2 rocket battalion shared the same equipment and is armed with:

BELGRADO (Sputnik) — La posición de la Unión Europea, que apoya la integridad territorial de España pero no apoyó la de Serbia, es una política de doble rasero, declaró el ministro de Asuntos Exteriores de Serbia, Ivica Dacic, al comparecer en el canal de televisión nacional RTS.

El portavoz de la Comisión Europea, Margaritis Schinas, excluyó la posibilidad de trazar paralelos entre el referendo en Cataluña y el reconocimiento de la independencia del territorio serbio de Kosovo, dijo que en este último caso se trataba del Estado que no era miembro de la UE y que la independencia de Kosovo se aprobó basándose en resoluciones y declaraciones de la ONU.

Al comentarlo, Dacic señaló que lo dicho por Schinas es una estupidez, porque no hubo resoluciones del Consejo de Seguridad de la ONU y porque lo sucedido en Kosovo no puede presentarse como un caso específico.
El 2 de octubre se supo que el Gobierno de Serbia enviará una carta a la Comisión Europea, en la que exigirá responder a varias preguntas en relación con Cataluña y Kosovo.

"No existen otras resoluciones de la ONU excepto la 1244, que proclama la integridad territorial y la soberanía de Serbia, lo cometido con respecto a Serbia fue una violación del derecho internacional, y ahora sucede aquello contra lo que advertíamos: Cataluña no será el único ejemplo de las tendencias separatistas en Europa", declaró el canciller.

Dacic dijo lamentar lo que sucede en España, a la que calificó como país amigo, y al mismo tiempo recordó que la "caja de Pandora" fue abierta con la proclamación de la independencia de Kosovo.

"Es una política de doble rasero" que aplica la Unión Europea, resumió.

Las autoridades albanesas de Kosovo, apoyadas por EEUU y los principales países de la UE, proclamaron la independencia de este territorio serbio en 2008.
