Serbios en Kosovo piden ayuda a Ban Ki-Moon contra represión de la OTAN Zagreb, 26 ago (EFE-RHC) Los alcaldes de cuatro municipios serbios del norte de Kosovo han pedido ayuda en una carta al secretario general de la ONU, Ban Ki-moon, y acusan a las fuerzas KFOR de la OTAN de ejercer "represión" contra la población minoritaria serbia de esta región en lugar de protegerla. En vez de cumplir sus compromisos conforme a la Resolución 1244 de la ONU, la Facional creada en 1999 conforme a la Resolución 1244 de la ONU con el objetivo de mantener la seguridad en Kosovo, territorio autoproclamado independiente de Serbia en 2008. La "KFOR se ha salido de sus competencias y la UNMIK (misión de la ONU) y la Eulex (misión civil de la Unión Europea) no cumplen sus deberes, de modo que se ha deteriorado seriamente el respeto de los derechos humanos y han empeorado de un modo catastrófico las condiciones de vida y trabajo de la comunidad serbia en el norte de Kosovo y en otras partes", se indica en la carta. Los alcaldes de los municipios de Leposavic, Kosovska Mitrovica, Zubin Potok y Zvecan se quejan concretamente de la presencia y actuación de la KFOR en los pasos fronterizos con Serbia, donde, según afirman, bloquean la libre circulación de personas. La KFOR estableció el control sobre los pasos de Jarinje y Brnjak después de los incidentes que se produjeron allí a fines de julio, cuando Pristina envío un grupo policial de fuerzas especiales para tomar el control de esos dos puestos aduaneros. Pristina trató de tomar esos puestos fronterizos para regular el flujo de bienes procedentes de Serbia en respuesta al veto de Belgrado a las importaciones kosovares debido a que no reconoce sus sellos aduaneros. Los serbios del norte de Kosovo, que no reconocen a las autoridades de Pristina y se rigen por las leyes serbias, piden que esos pasos aduaneros sean devuelto a policías kosovares de etnia serbia. También piden que la ONU prepare planes concretos para el retorno de 200.000 serbios desplazados de sus hogares de Kosovo por el conflicto bélico de 1998 1999 que acabó con la retirada efectiva de la administración serbia del territorio kosovar, administrado por la ONU hasta la autoproclamación de la independencia en 2008. Citar SRS official and MP Vjerica Radeta told B92 this morning that doctors at a local hospital decided to replace one of the drugs he was receiving, "because it seems it had damaged one of his kidneys". Radeta added that emergency medical services were called to intervene by prison guards when Šešelj felt ill last night, and added that Hague Tribunal spokesperson Nerma Jelacic's claim that the medical intervention came "for preventive reasons" was not true. According to Radeta, Šešelj contacted his family late on Sunday. The Radicals are demanding that their leader be examined by a team of Serbian doctors headed by Milovan Bojić. Šešelj two days ago agreed to this, but the Hague Tribunal's permission is still pending. Šešelj surrendered to the Hague Tribunal voluntarily in early 2003, where he has been detained ever since. En rueda de prensa en Belgrado tras reunirse con el ministro de Exteriores serbio, Vuk Jeremic, el jefe de la diploma portuguesa, Paulo Portas, dijo que "no hay UE sin los Balcanes, ni hay Balcanes sin Serbia". "Portugal es amigo de Serbia y quiere ver a este país en la UE. Sería un error si la Unión no entendiera todas las buenas razones para darle el estatus de candidato", indicó. En diciembre pasado, los líderes comunitarios decidieron no conceder a Serbia el estatus de candidato a la adhesión y dejar la decisión para marzo próximo. Ello que da más tiempo para juzgar si Serbia ha avanzado lo suficiente en su relación con Kosovo, que proclamó unilateralmente su independencia en 2008, lo que Belgrado no reconoce. Vamos a abrir nuevos pasos de frontera, lo cual hará más fácil el cruce de la frontera no sólo por vía terrestre, sino también fluvial, lo cual influirá de una manera positiva en la cooperación en el área del turismo, dijo Pinter. Dacic indicó que la firma del Acuerdo así como la creación de una oficina conjunta de enlace, es la continuación de la excelente cooperación entre las policías de los dos Estados. La frontera entre los dos países, la cual es a la vez la frontera con la Unión Europea, tiene que ser impenetrable y sólida a la inmigración ilegal, por una parte, y muy transitable para los ciudadanos de nuestros Estados, indicó Dacic. Él añadió que las policías de los dos Estados han realizado buenos resultados en la lucha contra el crimen y en el control de la migración ilegal y los asilados falsos. Al término de la conversación con los representantes de la Unión de Sindicatos Independientes de Serbia, el presidente dijo que Belgrado tiene ante si un diálogo riesgoso con Pristina sobre la solución de los problemas, evaluando que no hay posibilidades de que los autogobiernos locales hagan más que el Estado en la solución de los problemas de la población serbia en la Provincia. Tadic evaluó que ese acto de los dirigentes de los municipios en el norte de Kosovo y Metohia puede aminorar el potencial de Serbia en la solución de los problemas de la ciudadanía en la Provincia sureña. Llamando a los representantes de los serbios de Kosovo a que apoyen al Estado en la defensa de los intereses legítimos en Kosovo y Metohia, y no ha desayudar en ese proceso, Tadic reiteró que Serbia jamás va a reconocer la independencia de Kosovo y que no existe día en que el Estado no defiende su integridad en Kosovo y Metohia. Citar The court has finished deliberating the verdict in the case of the Frenchman, who was killed on September 17, 2009 and it is expected to publish it on Thursday. Higher Court in Belgrade Judge Mirjana Ilić sentenced Đorđe Prelić and Dejan Puzigaća, who are still on the run, to 35 and 32 years in prison and Ljubomir Marković and Ivan Grković to 30 years. Vladan Suvajac, Jovan Karbić, Milan Vujović, Branimir Četnik were sentenced to 14 years and Dragan Tomasović, Stefan Veličković, Milan Tarlać and Bojan Matijević to 12 years in prison. Stepa Petrović and Dejan Stanković were sentenced to five and four years in prison, respectively, for their involvement in the fight. Vladimir Bošković, was sentenced to eight months probation for aiding the hooligans after the attack. He was the only one who was not in custody during the trial. The 28-year-old Frenchman was beaten by the hooligans in downtown Belgrade on September 17, 2009 ahead of the match between FC Partizan and Toulouse. He suffered massive head injuries, injuries to his aorta and had a bleeding in his chest. Taton died from the injuries in the Belgrade Clinical Center on September 29, 2009. The court determined in the original verdict that the perpetrators committed aggravated murder, bearing in mind that they were aware of their actions and the fact that it was illegal. Alcatraz fan group leader Prelić, Irriducibili fan group leaders Grković and Marković and Rebels group leader Puzigaća organized the attack on Taton. According to the initial verdict, they used cell phones to call their accomplices and other football fans to meet in downtown Belgrade. Puzigaća handed them torches, baseball bats and masks before they split into groups and headed toward a bar where the French fans were. Marković, Grković and Puzigaća continued to coordinate the attack on the Toulouse supporters. The attackers started hitting the French fans with torches, bats and bottles. The sentenced men then surrounded Taton and started kicking him while he was on the ground, throwing ashtrays and glasses at him and hitting him with bats and torches. Then they dragged him and pushed him into a stairway railing before they intentionally threw him into a space between an underground garage and the staircase which was 2.28 meters deep. The attackers then run away in various directions. Hoy, 13 años después, se quedarnos apenas 300, los más persistentes y los que no tienen adonde ir. De Orahovac nuestra corresponsal Snezana Milosevic. Los serbios viven en la zona norte de Orahovac. Allí nos dirigimos pero en las calles encontramos con unos pocos. Nos saludan y con la mano dan la señal de que no tienen nada que decir, hace tiempo dijeron todo lo que querían pero casi nadie les hace caso. Las casas abandonadas, en buena parte deterioradas por los años, son prueba de que está amenazada la existencia serbia en estos espacios. En Orahovac, actualmente, vive cada décimo serbio, contando su número del año 1999. Sufren mucho, sin trabajo, frecuentemente sin agua ni electricidad a pesar de que pagan las cuentas con regularidad. Cuando creen que no hay peligro, se van a labrar sus tierras cerca de la ciudad o de compras a la parte albanesa de la ciudad. De año en año disminuye el número de niños en Orahovac, y si no para esa tendencia, en un par de años la ciudad se quedará sin niños. En la escuela media hay en total diez alumnos. “Hay pocos sitios donde puede salirse en Orahovac, dice el alumno de secundaria Nemanja. Pasamos los días jugando al fútbol o baloncesto junto a la escuela, pasamos bastante tiempo frente al ordenador o escribiendo cartas a nuestros familiares y amigos”. Su compañera de clase, Stefana Rodic, dice que les molesta la falta de libertad de circulación. “Tenemos un sitio determinado para pasear, cerca de la escuela y de la iglesia, damos un par de vueltas, charlamos un poco, y cuando cae la noche tenemos que apresurarnos a nuestras casas. Mi deseo, destaca Stefana la que es una alumna ejemplar, es terminar los estudios universitarios en el exterior, y regresar a Orahovac, porque esta es mi ciudad, y otra no tengo”. “El año pasado nos esforzamos bastante en mejorar la calidad de vida de los serbios de esta región de Kosovo y Metohia”, destaca el presidente del municipio de Orahovac, Marjan Saric. La mayor ayuda la recibimos del Ministerio para Kosovo y Metohia el que ha construido cuatro casas para los serbios”. Este proyecto, el que esperaban con mucha ansia los habitantes serbios de Orahovac, empezó a realizarse después de 12 años. Siete personas jóvenes, educadas, con la aprobación del Ministerio para Kosovo y Metohia y del Ministerio de Educación y Ciencia de la República de Serbia, han encontrado trabajo en la guardería de Orahovac y de Velika Hoca. El Ministerio nos ayudó económicamente también para comprar la indispensable maquinaria vitícola. Todavía falta, destaca Saric, emprender la reconstrucción de la carretera local en Velika Hoca. Este año seguiremos al mismo ritmo, dijo Saric, para ayudar a la población serbia, la que a pesar de la falta de seguridad y de la grave situación económica y social, no ha querido abandonar sus tierras y casas”. The minister stated that the report would be presented to the public as is usually done in such cases, but he did not specify any details about Šešelj's current health condition. Citar The two ministers also talked about and joint appearance of the two countries' defense industry in the markets of Africa, Asia and the Far East. Šutanovac, who is on a working visit to Rome, told Tanjug that Italy was currently in the process of taking over the command of a large peacekeeping mission in Lebanon, where around 1,000 Italian soldiers were deployed. "We discussed the possibility of joint involvement in the mission, where the Serbian army currently has six officers. We also want to take part in EU peacekeeping missions, and in Operation Atalanta (in Somalia) where Italy has its ships," he noted. He added the two countries had a long history of military cooperation. "We have now laid new foundations for cooperation, primarily in education and training, both of our cadets and officers, and of special forces," Šutanovac said, adding he and his Italian counterpart also talked about cooperation of military institutions and the possibility of marketing joint products in third markets. According to him, the goal is to market joint products of the Military Technical Institute and its Italian partners in large markets such as Africa, Asia, the Far East and South America. Di Paola pointed out after the meeting that the two countries had longstanding special relations which will continue to develop and strengthen. He said educational exchanges of military personnel would continue in the future and added they had discussed the possibility of Serbia taking part in EU or UN operations carried out by Italy. “We are more then open to working together, once the Serbian government decides to take part,” stressed the Italian minister. He added that Italy strongly supports Serbia's accession to Euro-Atlantic institutions. “We are looking forward to it, we strongly believe in this and we will work on it inside the EU and bilaterally,” he pointed out. Di Paola also stated that Italy strongly supported Serbia's European path and hoped that the candidate status would be granted to Serbia in March, which was Serbia's key foreign policy and defense goal. Citar There was some confusion as to the unidentified man's target, since the same building houses the police station and the municipal hall of Čukarica. The man held three police employees hostage for almost an hour and a half before ten members of the Special Anti-Terrorist Unit (SAJ) entered the building. According to unofficial information, the man fired a shot from his pistol when he charged into the police station, but nobody was injured. Belgrade-based Blic newspaper claims on its website that the man was "dissatisfied with the work of the police, who failed to find the thieves who a year ago burglarized his apartment". The Serbian police (MUP) are yet to issue an official statement about the incident. Citar The leader of the opposition Serb Radical Party (SRS) has been detained at the Hague Tribunal since he voluntarily traveled there in early 2003. He is accused of committing war crimes, and was put on trial in late 2007. The court announced that Šešelj was seeking EUR 300,000 because of attempts to impose a defense lawyer on him, and an additional EUR 100,000 because he was denied access to the legal sources that the court council and the prosecution referred to in their decisions and motions. Šešelj is requesting EUR 100,000 more in damages because the tribunal refused to give him materials "in a language he understands (i.e., Serbian) and printed on paper", and an equal amount for "the many years of violations of his right to legal assistance amounting to EUR 200,000", The SRS leader believes that he should also be paid EUR 100,000 and EUR 200,000 respectively for being denied communication with his legal advisers, and his family, friends and doctors. The court's alleged violation of his right to receive finances to fund his defense and its violation of the principle of equality should cost the UN tribunal a further EUR 400,000, while for "purposefully stalling the court process", it should pay the sum of half a million euros in damages, according to Šešelj. Finally, he is seeking an additional EUR 100,000 for being put on trial for the contempt of court - an offense not found in the ICTY Statute, and with no basis in customary international law. Meanwhile, Šešelj's health deteriorated and he demanded to be examined by doctors from Serbia. The doctors last week traveled to The Hague, their trip funded by the state, and found that his health had been "seriously jeopardized". But Ismet Hasani "could not say what caused the fire", adding that it was promptly put out by firemen. The spokesperson however noted that KPS units investigated the scene "and opened the case". Local Serb media in that part of the province are reporting that the homes belonged to Ljubiša Spasić and Stanko Stanojević, who currently live and work in Switzerland along with their families. Cernica resident Srđan Menković said the homes were first robbed, while the fire "most likely came later and was the work of arsonists". "Almost everything was taken from the houses, they stole everything. It is getting worse by the day, robberies are ever more frequent, while police either cannot or will not do anything about it," said Milenković. Some 150 Serb families lived in the village prior to the war in 1999, while only about 30 remain today. Citar Goran Nikolić of MUP's Emergency Situations Sector said that since temperatures dropped to extremely low levels last night, he feared that a 72-year-old missing in Medveđa, southern Serbia, and a 75-year-old from Mt. Suvobor in central Serbia who has not been seen for five days, will not have survived. In the mountain villages close to the town of Valjevo, western Serbia, three persons were found dead in the snow in the past few days. Snow drifts there reach two meters in height in some places. A state of emergency is still in effect in 14 municipalities. Temperatures in central Serbia dropped to minus 21 degrees centigrade during last night. The extremely cold but clear weather is set to continue for the next ten days. Severe frost is expected in the coming days as well in central, southern and eastern Serbia, while more snowfall is expected for the next weekend. Brammertz’s office, however, claims that some pieces of evidence were destroyed in 2005 when Del Ponte was the chief prosecutor, that she knew about it and that the decision was made by then members of the prosecution. “Prosecutor Brammertz agrees that this was not a good decision. He stressed that he was “very satisfied with what he has achieved” during the trial and added that the most important thing was that the trial transcripts would remain and that “it was worth living because of this”. Šešelj repeated that “he is not interested in the verdict”. “People will most likely laugh at your verdict. There is no evidence against me,” he told the judges. Commenting on the trial, the SRS leader said he “has been fighting for four years” for the right to represent himself, adding that he had to “risk his life in order to fight for his rights” when he went on hunger strike in 2006. “Not even (Hermann) Goering and (Rudolf) Hess had such problems… The Tribunal is even worse than the Nuremberg court,” he said, claiming that the U.S. and Great Britain should have been put on trial in Nuremberg for bombing Germany and Japan. According to him, in order to “correct the mistake” the Hague Tribunal “indicted 80 percent of Serbs and 20 percent of others”. Šešelj is charged with crimes against Croats and Muslims in Croatia, Vojvodina and Bosnia-Herzegovina in 1991-1993. He is accused of crimes against humanity, political, racial and religious persecution on non-Serbs, deportation and forced removal and violation of laws and customs of war – torture, killing, cruel treatment and rampant destruction and robbery of villages, sacred places and privately- and state-owned property. The trial began in November 2007 and the prosecution called for a sentence of 28 years in prison in its closing argument last week. Šešelj has been in the Hague Tribunal detention since February 24, 2003 when he voluntarily surrendered. He was in the meantime twice found guilty of contempt of court and sentenced to 15 and 18 months in prison. The Tribunal charged him with contempt of court for the third time after he refused to remove information about the identity of protected witnesses from his website. The criminals must be held accountable, no matter what nationality they are. Serbia expects that others also think this way; we do not accept any longer to be treated as people who do not deserve their freedom in their own country. We fulfill all obligations but we are looking to others to fulfill their obligations towards us. No war, violence, crime of any kind did not made good, either to criminal or victim. So the place of execution in Jajinci should always be remembered. Never again there must not happen anything like that again. There is no excuse for the crime, there is no justification for the aggression, every problem can and must be solved by compromise and talks. Violence breeds violence, and it's a vicious circle, full of bitterness and evil. That is why we want reconciliation, stability and a better life for all citizens of Serbia, the region and the world. We can do it, we sincerely wish that the crimes never happen again, and to educate our offspring value and to provide peace and acceptance of others, regardless of their religious, ethnic, gender, cultural and other differences. At the place of the largest tomb in the place of execution, there is a white dove by sculptor Vojin Stojic; it is a monument that sends the right message from this tragic place, one of those by which Serbia is recognized. We suffered the most, and we offer the hand of reconciliation, unity and love among people. Let us worship the spirits of those who thought of us, and not of themselves. It is time that some of us stop to think only of themselves and begin to think of others, so that Serbia, our mother, could once again be proud of her children, President Tomislav Nikolic said at the commemoration ceremony for the victims of fascist crimes in Jajinci. The gathering was also addressed by the camp survivor Dusica Milacic, retired teacher from Jagodina, who was born in the camp in Banjica, on 21 May 1942. By its harrowing testimony Dušica Milacic, among other things, thanked to her rescuers, all the people who have devoted their lives to freedom and life in freedom. In the valley of Lipovica stream in Jajinci, the place of the military training ground before the Second World War, from 1941 to 1944, the German occupiers shot from 60,000 to 80,000 people, the highest number in one place in Serbia.. Many of them were detained at Banjica camp. Northern Kosovo, which borders Serbia, has long been prone to violence. En un fallo extraordinariamente revelador, pero que los medios de comunicación occidentales han procurado mantener discretamente silenciado, la Sala de Primera Instancia del Tribunal de La Haya que condenó a Radovan Karadzic llegó en su sentencia a la conclusión, unánime, de que Slobodan Milosevic no había formado parte en una “empresa criminal conjunta” para “limpiar étnicamente” a Bosnia de musulmanes y croatas. La sentencia establece que las comunicaciones interceptadas entre Milosevic y Radovan Karadzic ponen en evidencia que el primero había calificado como ‘un acto ilegítimo en respuesta a otro acto ilegítimo” el intento de la asamblea serbobosnia de expulsar a los musulmanes y croatas del territorio bosnio. La sentencia dice, igualmente, que en el curso de reuniones celebradas con serbios y funcionarios serbios-bosnios , “Slobodan Milosevic había afirmado que los miembros de otras naciones y grupos étnicos debían de ser protegidos, y que en el interés nacional de los serbios no debe figurar la discriminación en contra de otras etnias” En aquella ocasión “Milosevic declaró, además, que el crimen de los grupos étnicos debía ser combatido con energía.” Un vilipendio generalizado Slobodan Milosevic fue vilipendiado de manera sistemática por toda la prensa occidental y por los políticos de los países de la OTAN. Los medios de comunicacion de la época lo calificaron como el “carnicero de los Balcanes “, y lo compararon con Hitler. Fue acusado igualmente de “genocida” y de ser “un monstruo sediento de sangre”, según rezaban los titulares de los grandes rotativos europeos y estadounidenses de entonces. Con la utilización de ese cliché falsificado se trató de justificar no sólo las sanciones económicas contra Serbia, sino también los bombardeos de la OTAN en 1999 sobre Serbia , así como la encarnizada guerra de Kosovo. El político serbio pasó los últimos cinco años de su vida en prisión, defendiendo tanto a su país como a sí mismo de las horrendos cargos de los crímenes cometidos durante una guerra que ahora el Tribunal Internacional ha reconocido que Slobodan Milosevic trató siempre de detener. No obstante, en su última sentencia el Tribunal Internacional de La Haya no hizo nada para que fuera pública explicitamente conocido que en ella quedaba limpio el nombre de Milosevic de los crímenes de los que se le acusaba. Sigilosamente, los jueces enterraron entre más de 2.590 páginas su inocencia, a sabiendas de que la mayoría de la gente nunca se iba a molestar en leer entero tan profuso veredicto. Pero afortunadamente no ha sucedido asi. ¿Un crimen encubierto? En estas circunstancias, vale la pena recordar que Slobodan Milosevic murió en todavía inaclaradas circunstancias. Formalmente, su muerte se debió a un ataque al corazón. Este se produjo apenas dos semanas después de que el Tribunal Interlacional rechazara su solicitud para someterse a una cirugía de corazón en Rusia. Fue encontrado muerto en su celda, 72 horas después de que su abogado enviara una carta al Ministerio de Asuntos Exteriores de Rusia, en la que denunciaba que Milosevic estaba siendo deliberadamente envenenado. En un informe oficial del Tribunal de La Haya acerca de la investigación realizada sobre su muerte, se confirmó que se había encontrado rifampicina en un análisis de sangre realizado postmorten. La presencia de rifamicina – un medicamento que nunca le había sido prescrito por sus médicos – en la sangre de Milosevic, había estado contrarrestando los efectos del farmaco que estaba tomando contra la presión alta, hecho que multiplicó las posibilidades de que sufriera un infarto, que finalmente terminaria siendo la causa de su muerte. Todas estas circunstancias dieron lugar a la fundada sospecha de que poderosos intereses geopolíticos preferían un Milosevic muerto, antes de que finalizara el juicio, a ver cómo el Tribunal Internacional terminaba absolviéndolo por falta de pruebas. Un gran número de cables del Departamento de Estado de Estados Unidos, filtrados por Wikileaks, confirmaron que el Tribunal estuvo discutiendo sobre la condición médica de Milosevic, así como sobre los registros médicos realizados por personal de la Embajada de Estados Unidos en La Haya, sin que para ello contaran con el consentimiento de los jueces. Todos hechos ponen en tela de juicio que la muerte de Milosevic se debiera simplemente a “causas naturales”, tal y como pretendieron presentarla los medios occidentales. "Si a alguien le viene a la cabeza la idea loca de ceder su espacio aéreo a otro Estado para que ataque a Serbia, tenemos un cohete capaz de destruir ciudades de importancia estratégica para la región", dijo a Sputnik aludiendo el comportamiento de Bulgaria en 1999. El portavoz de la Comisión Europea, Margaritis Schinas, excluyó la posibilidad de trazar paralelos entre el referendo en Cataluña y el reconocimiento de la independencia del territorio serbio de Kosovo, dijo que en este último caso se trataba del Estado que no era miembro de la UE y que la independencia de Kosovo se aprobó basándose en resoluciones y declaraciones de la ONU. Al comentarlo, Dacic señaló que lo dicho por Schinas es una estupidez, porque no hubo resoluciones del Consejo de Seguridad de la ONU y porque lo sucedido en Kosovo no puede presentarse como un caso específico. El 2 de octubre se supo que el Gobierno de Serbia enviará una carta a la Comisión Europea, en la que exigirá responder a varias preguntas en relación con Cataluña y Kosovo.
